<p>DUTIES AND RESPONSIBILITIES:<br /> Performs technical level engineering duties in support of the Engineering Division&#8217;s services, activities, and functions including performing office work, drafting, and related technical functions.<br /> Assists in the design and preparation of engineering plans, maps, specifications, and cost estimates in connection with the construction and maintenance of a variety of engineering capital projects; prepares illustrative graphics such as exhibits, charts, illustrations, graphs, and location maps.<br /> Performs Computer Aided Design (CAD) drafting and computing operations in the preparation of a wide variety of engineering drawings and plans; performs mapping and indexing for the City&#8217;s GIS systems.<br /> Provides information and assistance to contractors, developers, engineers, and the general public on engineering services and activities; responds to general inquiries; researches maps and records; ensures issues are resolved in a timely and efficient manner.<br /> Operates basic field survey equipment to assist in the design of engineering capital improvements.<br /> Performs complex engineering calculations for stormwater, and street systems, street alignments and asphalt thickness and base requirements, performs calculations for vertical and horizontal alignments; develops, modifies and maintains computer programs required to provide graphics, maps, overlays and for engineering drawings.<br /> Calculates construction quantities and cost estimates of capital improvement projects as necessary.<br /> Maintains and/or updates database for processing of historical engineering plans, maps, and records; researches files for existing plans, profiles and maps for data for proposed projects.<br /> Performs field verification of existing infrastructure assets; makes field checks of project sites as needed; performs title searches, researches right-of-way and easements based on legal descriptions.<br /> Verifies locations of utilities, easements, and property lines on City engineering plans and maps.<br /> Interprets and drafts legal description drawings; prepares sketches of designs from instructions and design data; interprets and converts survey notes to various types of drawings.<br /> Uses computer equipment including spreadsheets, database, and word processing software to generate engineering reports; operates blueprint and other copying machines.<br /> Performs other duties as assigned. 
<p>Knowledge of:<br /> Operations, services, and activities of a municipal engineering program.<br /> City engineering policies and procedures related to the construction, design and maintenance of municipal systems and facilities.<br /> City standards, standard drafting symbols, methods, practices, techniques and instruments used in engineering and mapping.<br /> Basic civil engineering practices and principles applicable to area of assignment.<br /> Methods and techniques of researching, compiling, interpreting, and presenting statistics and data.<br /> Mathematical principles as applied to engineering work.<br /> Methods and techniques of conducting site inspections.<br /> Engineering maps and records.<br /> Methods and techniques of developing maps.<br /> Construction methods, procedures, standards, and materials.<br /> Operational characteristics of standard engineering equipment.<br /> Methods and techniques for basic report preparation and writing.<br /> Proper English, spelling and grammar.<br /> Occupational hazards and standard safety procedures.<br /> Principles and practices of recordkeeping.<br /> Modern office procedures, methods, and computer equipment including personal computer hardware and software applications.<br /> Uses, capabilities, and operational characteristics of specialized engineering information technology hardware and software.<br /> Advanced computer applications including Auto CAD, GIS and database applications.<br /> Computer aided drafting principles and techniques.<br /> Pertinent federal, state, and local laws, codes, and regulations.<br /><br />Ability to:<br /> Perform a variety of complex technical office and field engineering work.<br /> Assist with preparation of engineering designs, plans, and specifications.<br /> Prepare a variety of drawings, sketches, maps, graphs, and related technical documents.<br /> Prepare maps and layouts from notes and sketches.<br /> Read and interpret maps and blueprints.<br /> Deal tactfully and courteously with the public, contractors, and representatives of other agencies in providing information about Engineering Division policies, projects, and procedures.<br /> Perform a variety of data gathering and compilation for engineering studies.<br /> Make accurate engineering computations and drawings.<br /> Compile and analyze geographic information systems data.<br /> Create, edit, and plot geographic information systems data and graphics in ArcView and ArcInfo.<br /> Operate a variety of engineering equipment in a safe and effective manner.<br /> Maintain accurate engineering files and records.<br /> Prepare clear and concise technical reports.<br /> Perform field inspections.<br /> Use computer aided drafting and design systems, databases, GIS systems and other programs related to engineering design.<br /> Review plans and documents for conformance with regulations.<br /> Understand, interpret and prepare legal descriptions, engineering reports and maps.<br /> Analyze a complex issue and develop and implement an appropriate response.<br /> Analyze and evaluate new and existing methods and standard operating procedures.<br /> Apply applicable City codes and regulations.<br /> Operate various equipment and tools required to perform engineering technician work, including the operation of office computer equipment and a variety of software and applications, such as Computer Aided Design (CAD), blueprint and drafting machines.<br /> Work independently in the absence of supervision.<br /> Communicate clearly and concisely, both orally and in writing.<br /> Establish and maintain effective working relationships with those contacted in the course of work. 
<p>Minimum Qualifications<br />Any combination of education and experience sufficient to successfully perform the essential functions of the job qualifies.<br /> High school diploma or GED equivalency supplemented by college level course work in computer aided drafting, engineering, surveying or a related field.<br /> Two years of increasingly responsible experience in field or office engineering technical support or drafting which has provided familiarity with engineering drafting, surveying, map checking, construction inspection, materials testing and basic engineering design.<br /> Possession of a valid Georgia Class C driver&#8217;s license.

<p>The purpose of this job is to manage and coordinate the operations of the Engineering and Stormwater Divisions. Duties and responsibilities include, but are not limited to: planning, designing, scheduling, reviewing and managing Transportation and Public Works projects; preparing/approving division budgets; preparing/approving roadway and land development permits; approving purchase requests; administering ordinances; and performing additional tasks as assigned. 
<p>Qualified applicants must possess the following:<br />1. Bachelor's degree in civil engineering or related discipline; 
<p>2. Five years of experience in public works administration and the planning, design, construction and maintenance of roadway and storm water management systems or related experience; 
<p>3. Or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. 
<p>4. Two years of supervisory experience. 
<p>5. A valid driver's license.
