<p>GENERAL STATEMENT OF DUTIES:<br />This position is responsible for supporting the Finance Director by performing the core financial functions of the City including overall financial management, accounting, reporting, budgeting, payroll, procurement, internal auditing and financial record keeping. Duties are highly responsible and complex, requiring independent judgment, and are accomplished under the general direction of the Finance Director. 
<p>SPECIFIC DUTIES:<br />Responsible for a progression of tasks necessary to producing timely and accurate statements of the City&#8217;s financial condition; tasks include developing internal control procedures, which will promote efficiency and accuracy and identifying weaknesses in existing methods in order to reduce risks of decisions being based on misinformation; Prepares monthly, quarterly and annual financial reporting documents; Directs, monitors and evaluates work of department staff; interviews, hires, trains, assigns work, addresses complaints, resolves conflicts, rewards and disciplines employees; Maintains a high degree of familiarity with all financial systems modules; including general ledger, accounts payable, purchasing, payroll, budgeting, fixed assets and other special projects software; Supports the Finance Director with day-to-day operations of the Finance Department, and with special projects as required. Performs other related duties as assigned. 
<p>REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:<br />Knowledge of public accounting, finance, budgeting and auditing principles, procedures and techniques; Knowledge of principles and practices of public financial administration including budget preparation; Knowledge of principles and practices of fund investing procedures and cash management; Ability to interpret and apply related Federal, State and local laws; Ability to apply sound administrative and fiscal practices; Ability to prepare accounting/financial data projections; Ability to present ideas effectively orally and in writing; Ability to establish and maintain effective working relationships with staff, other City employees/departments, City officials, and the public. 
<p>EDUCATION AND EXPERIENCE:<br />Bachelor&#8217;s degree required in Finance, Accounting, Business Administration or related field; CPA certification preferred; five (5) years of progressively responsible financial management experience; prefer knowledge of and experience in municipal government financial operations; equivalent combination of education and experience.

<div><span style="font-family: Verdana">This position is responsible for assisting in the administration of the County&#8217;s financial services in a manner consistent with the County&#8217;s policies and procedures and to ensure the safeguard of its assets. <br /><br />This position supervises and provides direction to accounting analysts and the accounting supervisor. The Assistant CFO/Controller manages all accounting functions and approves journal entries, payroll, and other payments from County funds. This position is responsible for the oversight of the County&#8217;s inventory records, investments and debts, and the annual audit that is performed by external auditors. <br /><br />Additionally this position oversees the preparation of the Comprehensive Annual Financial Reports&nbsp;(CAFR) and researches new accounting pronouncements and state laws to determine actions needed for implementation and compliance. This position participates in the annual CIP and budget process and is in frequent communication with County personnel, auditors, state officials, contractors, vendors, and members of the general public.</span></div>
