<div><span style="font-family: Tahoma">CLASS SUMMARY: Assists in identifying, cultivating and soliciting diverse funding prospects from governmental sources to support new and existing programs. This job entails fiduciary responsibility and will require a credit check. </span></div>

<div><span style="font-family: Tahoma">EDUCATION/EXPERIENCE AND LICENSURE REQUIREMENTS </span><span style="font-family: Tahoma">(or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job): </span></div>
<div><span style="font-family: Tahoma">&#8226; Bachelor&#8217;s Degree in Business Administration or equivalent. </span></div>
<div><span style="font-family: Tahoma">&#8226; Four years of professional level accounting/finance or budgeting experience including three years experience writing grants from federal, state, and or local government agencies. </span></div>
<div><span style="font-family: Tahoma">&#8226; Preferred experience in administering and/or monitoring federal, state or local grants. </span></div>

<div><span style="font-family: Tahoma">ESSENTIAL DUTIES: </span></div>
<div><span style="font-family: Tahoma">&#8226; Conduct research via the Internet and a variety of other traditional and non traditional sources for grant funds available through local, state, and federal governmental agencies and draft grant applications; </span></div>
<div><span style="font-family: Tahoma">&#8226; Collaborate and coordinate with other personnel affected by grant opportunities to obtain required data and needed background information (i.e. program goals and objectives) that outline how funds will be used; <br /></span><span style="font-family: Tahoma">&#8226; Reconciles a variety of financial records and information; maintains appropriate back-up documentation; <br /></span><span style="font-family: Tahoma">&#8226; Prepares, reviews, and submits a variety of reports, reconciliations, work papers, communications, schedules, tables, and/or statements to and from internal departments, financial institutions, and external agencies; </span></div>
<div><span style="font-family: Tahoma">&#8226; Coordinates and participates in special projects related to financial activities; <br /></span><span style="font-family: Tahoma">&#8226; Researches, interprets, updates, and maintains a variety of records, databases, and/or logs; <br /></span><span style="font-family: Tahoma">&#8226; Analyzes and monitors compliance with financial, reporting, and legal requirements; <br /></span><span style="font-family: Tahoma">&#8226; Audits, compiles, calculates, and analyzes a variety of financial data; </span></div>
<div><span style="font-family: Tahoma">&#8226; Prepares a variety of reports related to activities in assigned area of responsibility; </span></div>
<div><span style="font-family: Tahoma">&#8226; Performs other duties of a similar nature or level. </span></div>

<div><span style="font-family: Tahoma">PHYSICAL REQUIREMENTS: </span></div>
<div><span style="font-family: Tahoma">Positions in this class typically require: manual dexterity, grasping, talking, hearing, seeing and repetitive motions. Sedentary Work: Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. </span></div>

<p>&#8226; With access to the City&#8217;s Comprehensive Plan, Strategic IT Plan, existing City budgets and City staff, assure a firm understanding of the organization&#8217;s goals, services, plans, and capacity needs for the coming year; 
<p>&#8226; Work with City staff to develop grant proposals and applications which present the case for funding support, reflecting the programmatic goals of the City; 
<p>&#8226; Identify public and private funding sources that may be interested in supporting the City's start-up services or specific programming goals; 
<p>&#8226; Develop approach strategies and a prioritized solicitation schedule for each of the funders identified as targets; 
<p>&#8226; Prepare materials and provide assistance as needed to the City in contacting funders to request support, in advance of a proposal submission; 
<p>&#8226; Prepare full proposal documents and packages to funders that express interest and to those not previously contacted, adapting the proposal to fit with individual funders' guidelines and grant making interests; 
<p>&#8226; Advise the City on how best to follow-up and steward relationships with each funder; 
<p>&#8226; Develop budgets in appropriate formats for presentation to funders as part of proposal submission; 
<p>&#8226; Continue to monitor the public and private funding marketplace to identify additional sources of potential financial support for City priorities throughout the contract period; 
<p>&#8226; On a periodic basis, meet with City staff to evaluate resource development efforts and identify any new program or capacity needs that may emerge during the course of the contract period; 
<p>&#8226; Fully manage the process of submitting required post-award reports to funders; and, 
<p>&#8226; Design work program, prepare work plan and review with contract administrator. 
<p>Regarding reporting, findings, and recommendations: 
<p>&#8226; Maintain compliance with all grant requirements; 
<p>&#8226; Summarize findings on overall compliance with applicable grant guidelines; 
<p>&#8226; Summarize results of grant beneficiary satisfaction surveys and interviews; 
<p>&#8226; Summarize assessment of contractor performance against established grant metrics; 
<p>&#8226; Document and summarize any other compliance issues (e.g., instances of likely non-compliance, sub-par performance, waste, fraud, inefficiency or ineffectiveness); and, 
<p>&#8226; Recommend corrective measures (e.g., better project management, service contractors, beneficiary follow-up, tracking mechanism or grants management reporting). 
<p>Regarding Federal Stimulus Dollars and other similar programs which may exist now or at a later date: 
<p>&#8226; Maximize the City&#180;s share and productive use of available federal recovery funds; 
<p>&#8226; Identify the optimal ways to overcome red tape and inject recovery funds into the state economy; 
<p>&#8226; Work with federal agencies and state agencies to facilitate distribution efforts; 
<p>&#8226; Help state agencies ensure the impact of federal recovery investments; 
<p>&#8226; Track all federal recovery dollars flowing from the State to the City, and the impact of these expenditures on established performance metrics; 
<p>&#8226; Monitor and measure the progress of the recovery program; 
<p>&#8226; Develop a communications network, using the Internet and other cost-effective tools, to keep the public informed about the progress of the federal investments and related recovery efforts; and, 
<p>&#8226; Regularly report to the Finance Director on the status of the federal recovery programs. </p>]]></description></item></channel></rss>
