The Assistant Human Resources Director will establish priorities and work standards for the Human Resources department; manages Employee Relations/Affirmative Action-EEO, Employment and Training and Development Sections. Counsels employees and supervisors to resolve problems in advance of the formal grievance or disciplinary process. Counsels employees and management on applicable rules and state and federal laws pertinent to personnel matters. Receives and negotiates the resolution of employee problems within the formal grievance process; conducts required research and investigations. Investigates complaints of discrimination and sexual harassment brought through the Equal Employment Opportunity Commission; serves as a liaison with representatives of this organization. Coordinates Employee Relations, including employee recognition, health and wellness initiatives; edits the employee newsletter. Performs other duties as assigned. 
<p>Bachelor&#8217;s degree from an accredited college or university required, preferably in Human Resources Management, Personnel Administration, Public Administration or a related field. Master&#8217;s degree is highly desirable, plus three to five years of executive management experience as the administrative head or assistant administrative head of a city/county human resources department, or equivalent in other governmental, private business, of comparable importance or magnitude. Human Resources knowledge and experience must be sufficient to thoroughly understand the diverse objectives and functions of the subunits in order to direct and coordinate work within the human resources department. Memberships and involvement with professional human resources organizations such as IPMA (International Public Management Association for Human Resources), SHRM (Society of Human Resources Management), or others would be a plus.

<p>GENERAL STATEMENT OF JOB 
<p>Responsible for coordinating and administering activities related to recruiting and staffing, compensation administration, employee benefits and services, employee relations and communication, employee training and education, workman's compensation, unemployment procedures, risk and loss management, payroll, and revision and administration of the Authority&#8217;s policies and procedures. Responsible for handling all patron and employee claims. Works frequently with confidential employee situations and information. 
<p>SPECIFIC DUTIES AND RESPONSIBILITIES 
<p>ESSENTIAL JOB FUNCTIONS: 
<p>Works closely with the Administrative staff regarding confidential employment issues and Authority policies.<br />Manages and serves as the primary contact for the Authority's risk management procedures including accident reporting, property loss reporting, and worker's compensation claims.<br />Manages Authority investigations of employee policy or procedure violations and recommends disciplinary action, when appropriate, to Supervisors, Managers, and the Executive Director.<br />Meets with attorney with regards to legal matters including EEOC hearings, Unemployment Compensation hearings and other legal matters. Works with attorney to compile the necessary documentation and strategies in preparation for employment related legal actions and hearings.<br />Manage unemployment compensation claims in conjunction with Unemployment Consultants.<br />Attends classes, training, seminars and webinars to stay abreast of best employment practices and state and federal employment laws.<br />Maintains all full-time and part-time employee personnel files.<br />Assists Bookkeeper to ensure that all personnel data is entered into the ADP Payroll system, and that the required paper work is completed and on file.<br />Administers and manages all aspects of the employee benefit plans including health, dental, vision, life insurance plans, and retirement plans. Is responsible for benefit contract negotiations and the roll out of annual open enrollment procedures and notifications.<br />Administers all COBRA notifications.<br />Involved in the hiring of all Authority full-time staff.
