PLANNING AND DEVELOPMENT ENGINEERING DIVISION MANAGER

PURPOSE OF CLASSIFICATION

The purpose of this classification is to perform supervisory, administrative and professional work managing the Planning and Development Division of the Engineer Services Department, Stormwater (including environmental compliance and floodplain management) management, Landfill Post Closure inspection and reports and Erosion and Sediment Control Program review and inspection and lead engineer for right of way abandonments. Provides management of assigned capital improvement projects as well as review of private development within the county. Lead engineer on the Development Review process. Performs additional duties as assigned by the County Engineer.

ESSENTIAL FUNCTIONS

The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

  • Reports to the County Engineer (Engineer Services Director) who assigns work in terms of general directions.
  • Provides direct supervision of staff assigned to the Planning and Development Engineering Division.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; coordinates and provides technical training for staff.
  • Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.
  • Ensures department compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
  • Consults with Director of Community Development, Director of Public Works, Capital and SPLOST Program Manager, County Manager, County Commissioners, Planning Commission, regulatory agencies, or other officials to review division operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; attends meetings of Board of Commissioners and responds to questions/requests from Commissioners; reports to Board of Commissioners on specific engineering issues related to planning and Development; responds to engineering issues at Planning Commission meetings; coordinates technical issues with regulatory agencies.
  • When directed, serves as engineering representative for the county; oversees and coordinates all civil engineering issues; oversees review/approval of technical issues relating to planning and development.

MINIMUM QUALIFICATIONS

Bachelor’s degree in Civil Engineering, Environmental Engineering, or closely related field; Master’s degree strongly preferred; supplemented by two (2) years previous experience and/or training that includes progressively responsible civil engineering, project management, budget administration, and supervision; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.  Must be eligible to sit for (within 2 to 4 years) and obtain GA Professional Engineer (P.E.) License or possess/maintain Professional Engineer (P.E.) License with the ability to obtain GA Professional Engineer (P.E.) License through the comity process.  Must possess and maintain a valid driver’s license.
