PURPOSE OF CLASSIFICATION

 

The purpose of this classification is to plan, direct and supervise the County’s water and wastewater treatment operations.  This position reports to the County Administrator.

ESSENTIAL FUNCTIONS

The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

 

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

 

Plans, organizes and manages department operations; coordinates, prioritizes and assigns daily work through subordinate supervisors; reviews work in progress and upon completion to ensure compliance with applicable laws, ordinances and regulations.

 

Develops and oversees implementation of department policies and procedures; updates technical manuals; provides training as needed.

 

Manages the wastewater treatment facility to ensure proper operation of chemical feeders, gauges, pumps, filters and other plant equipment.

 

Conducts field inspections of water and sewer installments; provides technical assistance to field personnel in conducting repairs and maintenance work.

 

Performs financial administration duties which include, but are not limited to, preparing the annual budget, recommending adjustments to utility fees and charges, monitoring utility revenues and department expenses, and maintaining accounting records and reports.

 

Oversees the preparation and distribution of water bills; provides technical assistance in resolving billing problems and errors; responds to citizens regarding billing problems, inquiries and complaints.

 

Conducts long range planning of capital improvements to utility systems; oversees active construction projects; serves as liaison to engineers, contractors, state officials in managing projects.

 

Reviews engineering reports, development plans, and laboratory reports.

 

Advises and confers with the County Chairman, County Administrator, Board of Commissioners, county officials and staff; attends Board meetings; makes presentations or answers inquiries on department operations in meetings.

 

Oversees the department’s purchasing, accounting, and personnel activities to ensure compliance with the county’s policies and procedures.

 

Reviews and interprets local ordinances, EPD rules and regulations, erosion control regulations, water system specifications, zoning maps, and other documents in managing department operations.

 

Oversees the maintenance of fleet vehicles and equipment; conducts periodic inspections of vehicles.

 

Coordinates the department’s response to emergency calls in conducting utility repairs.

 

Creates and updates utility records, tables and charts using personal computer word processing and spreadsheet software; uses computer aided design system in preparing plans.

 

Adheres and ensures adherence to established safety procedures and county Safety Policies and Procedures; oversees utilization of safety equipment and monitors work environment to ensure safety of employees and other individuals.

 

ADDITIONAL FUNCTIONS

 

Performs duties of field personnel and support staff as needed.

 

Performs other related duties as required or assigned.

 

MINIMUM QUALIFICATIONS

 

Bachelor’s degree in civil engineering, public administration with a PE or closely related field; supplemented by a minimum of ten (10) years previous experience and/or training that includes water or wastewater operations supervision with local government experience preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.  Must possess and maintain a valid Georgia driver’s license.
