Position Overview:

 The purpose of this classification is to develop plans for surface transportation projects according to established engineering standards and state/federal construction policy based on the direction from the Effingham County Board of Commissioners. Employees in this classification complete and oversee a variety of professional engineering assignments in one or more specialized areas of transportation systems and programs involving research, planning, design, technology, materials, construction, traffic safety, traffic operations, and maintenance of highways, bridges, airports, railways, and related structures and technological devices and applications, manages Capital Improvement Programs.

 

Principal Duties and Responsibilities (Essential Functions**):

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

 

Prepare plans, estimates, and specifications to design transportation facilities showing adept knowledge of traffic operations theory and practice

 

Show competent knowledge of highway laws, codes, standards and specifications pertaining to highway engineering and costs including materials, methods and techniques used in the design, construction and maintenance of highways, bridges and related structures

 

Plan alterations and modifications of existing streets, highways, and freeways to improve traffic flow

 

Prepare deeds, property descriptions, and right-of-way maps

 

Acts as lead for all major capital expenditure projects, including the bid process, review and execution of contracts, ensuring appropriate permits and insurance are secured, management of project costs and timelines from inception to completion, and timely addressing any issues that arise.

 

Review, evaluation and make recommendations on proposals submitted by third party contractor to include all areas and departments covered by contract/agreement.

 

Directs, coordinates and supervises assigned County projects; develops budget and monitors expenditures.

 

Serves as the Liaison with contractors, receives monthly reports detailing services performed on behalf of the County, approves requests for "out of scope' services.

 

Evaluation capital projects to determine the scope, specifications, and budget for each project.

 

Oversee construction projects from design, bid packages, costing, construction and turn over.

 

Provide insight on general contractor services on all small construction projects.

 

Assist Accounting Department with monthly, quarterly and annual capital expenditure reconciliations.

 

Perform field engineering calculations to compensate for change orders and contract estimates

 

Develops and presents data/ reports of environmental analysis statements and other transportation information for public review, hearings, informational meetings and the Board of Commissioners

 

Prepares and checks detail plans, design calculations, cost estimations and recommendations for completeness, mathematical accuracy and conformity to engineering practices and standards

 

Compiles and analyzes engineering data and prepares conclusions and recommendations

 

Designs and prepares preliminary and final plans for highways, bridges, drainage structures, municipal utilities, roadway lighting, traffic control devices, intelligent transportation systems (ITS), and miscellaneous highway facilities

 

Provides input for the development and maintenance of traffic management policies and procedures.

 

Uses intelligent transportation and traffic management systems technology and applications to monitor traffic flow and conditions

 

May perform or oversee the survey, staking, layout and inspection of construction projects.

 

Participates in studies to determine sufficiency of existing highway systems and structures and programming of future construction

 

Estimates cost of projects and writes contracts and specifications for labor, materials and equipment for review and approval by the Board of Commissioners.

 

Develops preliminary engineering treatments to determine construction feasibility and estimated costs

 

Investigates traffic problems and recommends methods to improve traffic flow and safety

 

Interprets contracts, specifications and plans to contractors, subordinates and the public

 

Recommends construction methods best suited to soil types encountered

 

Prepares final layout drawings and stress calculations

 

Prepares studies and completes designs of highway structures of all classifications

 

Determines the validity and reliability of testing methods and procedures

 

Prepares hydrologic/hydraulic studies and reports for use in the design of highway structures

 

May serve as quality assurance engineer reviewing plans, testing or construction for highway projects

 

Use computers to carry out, track / troubleshoot work assignments, maintains records and prepare reports/ correspondence related to the work

 

Duties and responsibilities may be added, deleted or changed at any time at the discretion of supervisor, formally or informally, either verbally or in writing.

 

Work schedules, to include rotating shifts, hours of work and days off may be changed at any time at the discretion of the supervisor in order to fit the needs of the County.

 

Regular and routine attendance at work is required.

 

ADDITIONAL FUNCTIONS

Oversees the work of professional staff by making and reviewing work assignments, establishing priorities, coordinating activities, and resolving related work problems

Provides assistance to other employees or departments as needed

 

MINIMUM QUALIFICATIONS

Bachelor's Degree in Engineering or related field; supplemented by college level course work or vocational training in office, transportation and traffic management systems technology and applications; supplemented by three (3) years previous experience and/or training that includes proficiency in  highway laws, codes, standards and specifications; materials, methods and techniques used in the design, construction and maintenance; procedures and practices applied in the inspection and testing of materials used in highway and bridge construction; and application of traffic operations theory and practice; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

 

PERFERRED QUALIFICATIONS

Experience in County government

P.E. Certification

Certified Floodplain Manager

Project Management Certification

3 or more years of direct and comprehensive construction management experience.
