SUMMARY:
The Risk Manager performs professional work involving the administration of the Macon-Bibb County Safety and Risk Management programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following duties are representative of the work required for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Supervises, directs and evaluates the work of the Risk Management Assistant and other Risk Management staff.
- Administers workers compensation program services and claims.
- Oversees the investigation of employee accidents and job-related injuries.
- Seeks resolution of workers’ compensation claims using attorneys, rehabilitation specialists, mediation, claims handling experts, medical professionals, and investigators.
- Attend and when necessary testify at workers’ compensation hearings.
- Monitors medical care to ensure appropriateness of treatment, including the review of medical reports, bills to verify applicability to claim and maintain and update workers’’ compensation Panel of Physicians posting.
- Develops and maintains records related to all accidents effecting Macon-Bibb County employees.
- Investigates claims; determines compensability; requests State Board filings; reviews medical reports; authorizes medical payments.
- Coordinates workers' compensation activities with the State Board.
- Organizes, and administers employee safety guidelines, directives, programs, trainings, and committee meetings.
- Coordinates and provides safety training for Macon-Bibb County employees to include but not limited to new hire orientation, defensive driving, flagging, chain saw, heat stress, first aid, etc.
- Coordinates the surveys of Macon-Bibb County property, assets, and operations to classify hazards and evaluate insurable risks and make recommendations for corrective action.
- Negotiates and bind insurance with brokers for adequate insurance coverage for Macon-Bibb County.
- Identifies weakness and deficiencies as it pertains to insurance needs and develops programs for improvement.
- Evaluates loss potential.
- Coordinates with insurance companies and Macon-Bibb County attorneys to provide relevant risk information.
- Contacts brokers and buyer associations to secure information on insurance industry developments, as directed.
- Reviews current insurance legislation to determine if modification of risk coverage is needed.
- Oversees the development and maintenance of records and reports to prepare cost-analysis and safety and loss prevention summaries for guidance of management.
- Assists in negotiating settlement of loss claims with insurance carriers and provides information for litigation of insured risks.
- Audits insurance contracts to determine changes in insurance requirements and coverage.
- Makes periodic inspections and recommendations for compliance.
- Reviews leases and contracts for risk exposure and insurance coverage.
- Prepares and monitors the Risk Management budget
- Prepares and monitors the Workers’ Compensation budget.
- Completes daily positive pay regarding the workers’ compensation bank account.
- Review and resolve all positive pay exceptions regarding the workers’ compensation bank account.
- Complete monthly check registers and accounting entries regarding workers’ compensation bank account.
- Work to resolve any outstanding checks that are over 120 days old from the workers’ compensation bank account.
- Internal handling of lability claims against Macon-Bibb County to include investigation, negotiation and settlement.
- Works with County Attorney Office, outside counsel and insurance company regarding lawsuit that are filed against Macon-Bibb County.
- Work with departments to recover any reimbursements regarding property damage.
- Pull and review motor driving records per Macon-Bibb County policy
- Receive, maintain and notify appropriate officials of drug and alcohol test results per the Macon-Bibb County policy.
KNOWLEDGE, SKILLS, AND ABILITIES:
The Risk Manager must be knowledgeable of the following principles, procedures, and concepts:
- Knowledge of claims adjustment and administration practices and procedures.
- Knowledge of categories of risks and types of coverage available.
- Knowledge of safety rules and regulations and ability to interpret and apply them.
- Knowledge of personal computers and relevant programs.
- Knowledge of the methods of motivating supervisors and employees to an increased awareness of safety practices.
- Ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions.
- Ability to carry out investigations, determine the cause of accidents, and initiate corrective action.
- Ability to communicate effectively through oral and written means.
- Ability to maintain records and make reports from such records.
- Ability to maintain effective working relationships with fellow employees and with members of the general public.
MINIMUM EDUCATION, TRAINING AND/OR EXPERIENCE TO PERFORM ESSENTIAL JOB FUNCTIONS:
The Risk Manager should possess a Bachelor’s Degree in Risk Management, Human Resources Management or a related field, and at least five (5) years’ experience in the Human Resources field, a Master’s Degree is preferred; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities to successfully perform the duties and responsibilities of the position.
NECESSARY SPECIAL REQUIREMENTS:
- Possession of a valid Georgia Motor Vehicle Operator’s License.
SUPERVISORY CONTROL AND RESPONSIBILITIES:
The Risk Manager has direct supervision of the Risk Management staff.
TRAVEL:
The Risk Manager is required to travel on occasion.
