Reports to: Director of Finance 

Department: Administrative Services, Revenue Division

Work Hours: 8:00 a.m. – 5:00 p.m. weekdays

Starting Salary: $50,482 – 61,506 Annually DOQ (Exempt) 

 

Summary: 

In this role, the Revenue Manager engages in and supports the mission of the Administrative Services Department through strategic planning, creative problem solving, decision making, and responsible stewardship of City resources.  Develops division goals and performance measures with input of Revenue division staff; ensures division actions support the strategic plan goals of the department and the City.  The Revenue Manager will supervise special projects, provides responsive and timely feedback on status and progress of work assignments and staff performance to management.  

 

Major Responsibilities:

  • Responds to inquiries, questions and complaints from the general public and Revenue staff by telephone and in-person regarding work of the Revenue Division as well as general information on the City of Decatur.  Performs research and problem solving as required by requests. 
  • Maintains a comprehensive understanding of the property tax process to ensure that property owners are paying the appropriate amount of taxes.  
  • Bills and posts business and residential property taxes, sanitation service fees, and business licenses.  
  • Communicates with property owners regarding delinquent accounts, collects delinquent taxes, authorizes tax repayment plans, ensures penalties and interest are added to delinquent accounts monthly, directs FiFa filings at courthouse and directs business site visits to enforce occupational tax compliance.
  • Issues and approves tax refunds, enters property reassessments, and processes homestead exemption applications.
  • Ensures adequate coverage for daily operations of the Revenue Division.
  •  Performs all other duties as needed or assigned.

 

 Competencies & Skills:

  • Must have good verbal and written communication skills.
  • Professional demeanor and phone etiquette is required. 
  • Attention to detail, high accuracy, skill in operating a personal computer, 10-digit calculator, and other office equipment. 
  • Ability to use computer software such as Microsoft Office suite, understand and carry out moderately difficult written and oral instructions for operation of tax billing software.
  • Understand and carry out moderately difficult written and oral instructions for operation of tax software, and completing forms.
  • Collaborates with supervisors, team members, city employees, and the general public to create and maintain effective working relationships.  

 

Minimum Qualifications & Physical Requirements:

  • Associate’s degree in a related field, Bachelor’s degree preferred. 
  • Minimum of five (5) years related work experience and progressively responsible leadership experience, or equivalent combination of education and experience. 
  • Possess, or have the ability to obtain, a valid State of Georgia driver's license (Non-commercial Class A or B) with a satisfactory motor vehicle record (MVR).   
  • An equivalent combination of education and experience is acceptable. 
  • Have the ability to lift and carry heavy objects (10-30 lbs.) sit, bend, squat, and twist on a daily basis.
  • Have the ability to sit for long periods of time using office equipment and computers.
  • Must have ability to deal with constant interruptions, noise, and meet with others on a regular basis.
  • Must be able to operate office equipment such as phones, computers, fax machines, copy machines, etc. 
  • Must be able to lift, push, pull, or carry up to 25 lbs.
