CLASSIFICATION TITLE: GRANTS & CONTRACTS MANAGER


PURPOSE OF CLASSIFICATION


The purpose of this classification is to perform the general financial accounting and administrative duties associated with Federal and State grants to Clayton County. Work is performed independently under the general supervision of the Chief Financial Officer.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.


Works with Finance Grants Analyst and Finance Grants Analyst Senior to establish and maintain budget and financial records on each Clayton County Grant.

Review and insures accurate grant information files and financial records. Consult with staff and various departments to insure the timely preparation of journal entries and expenses.

Works with Legal Division to insure grant agreements are properly approved by the Clayton County Board of Commissioners and necessary matching funds are available as needed.

Prepare Schedule of Federal Expenditures for the annual financial audit. Coordinate the activities for the Finance Department in relation to the Single Audit performed by the outside auditors.

Works with Grants staff to insure all Grants Reports are kept up to date.

Reviews and approves all drawdown requests for reimbursement and insures all reimbursement checks or transfers.

Maintains a comprehensive knowledge base of applicable requirements/regulations maintains an awareness of trends and advances in the account and finance profession. Attends workshops and conferences and communicates with other County government as necessary to maintain up to date practices.

Coordinates Grant Analyst activities with regard to annual budget preparation and annual audit and communicates with Chief Financial Officer on the status of grant activities.

Reviews and insures compliance for various grant budget amendments prepared during the year and may perform other accounting or financial analysis duties as needed.

Answers questions and provides advice with regard to Grantees activities and requirements.

KNOWLEDGE, SKILLS, AND ABILITIES

Must have knowledge and proven experience in the use of information technology applications in accounting and financial management systems. Must have good skills in the use of personal computers and mainframe computer applications comparable to those used by the Clayton County Finance Department.

Ability to analyze and prepare financial statements and reports in a timely manner.

Ability to perform effective in meeting accounting cycle deadlines and production schedules.

Ability to analyze and process financial data with grant projects.

Ability to establish and maintain effective relations with department staff and other County personnel.


MINIMUM QUALIFICATIONS

Bachelor’s degree in accounting, finance or business administration from an accredited college or university with major course work in accounting; supplemented by six (6) years of previous related professional experience and training that included governmental fund accounting, grant accounting, governmental finance, budget preparation, financial analysis, and/or financial project management; or any equivalent combination of education, professional training and experience which provides the requisite knowledge, skills and abilities to perform the duties of this job. Must have substantial skills in the knowledge and understanding of accounting theory and the application of generally accepted accounting principles in a local governmental environment. Must have a good knowledge of current governmental fund accounting principles, practices, and procedures comparable to those used by the Clayton County Finance Department.

Physical Ability:
 Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements: Some tasks require the ability to perceive and discriminate sound, depth, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
