Position Profile: The City of McDonough is a beautiful municipality located in Central Henry County Georgia. We are growing and excited to announce that we are actively recruiting for a staff accountant to join our highly skilled Finance team. This position reports to the Assistant Finance Director and provides financial and technical support. The incumbent in this position will assist the Assistant Finance Director with making critical decisions based on the individual’s knowledge of advance accounting principles, the ability to comprehend and calculate complex mathematical equations from financial information derived from the City’s general ledger entries, the annual budget, departments projected forecasting submissions, and from the collection of historical financial data. The candidate selected for this position must be able to self-manage and work with a minimum of supervision as s/he will be tasked with and responsible for maintaining accounts of all municipal financial transactions and ensuring compliance with all internal financial policies and procedures and all Federal, State and local legal requirement in order to assist in maintaining the integrity of the financial process and for preparing city books for annual audits. Essential Duties & Responsibilities:
 Ability to perform General Ledger duties accurately, consistently and timely.
 Transfers direct deposit funds and payroll taxes, processes garnishments, child support payments, levies, and other payroll deductions; archives payroll in Incode.
 Performs timely and accurate bank account reconciliations and investigates and clears discrepancies as necessary; monitors bank accounts.
 Project accounting to include setting up new projects, creating purchase orders, and coordinating/tracking repayment to general accounts for all SPLOST job payments.
 Oversees daily financial operations, including accounts payable, accounts receivable, receipts, hotel/motel excise tax, alcohol excise tax, franchise tax, personal and real estate taxation, water system customer service and billing, capital projects fiscal management, fixed assets, cash management, and debt services.
 Directs the methods and procedures for all financial accounts, designates financial accounting records as may be deemed necessary with the authority to make changes in implementation and maintenance.
 Develops and maintains accounting/budgetary systems that provide control of expenditures within all applicable guidelines, rules, regulations, legal constraints and budgetary controls.
 Analyses of budget, moving of funds and adjustments of transactions; makes budget line item adjustments and budget amendments of all departments;
 Monitors the transactions for Capital Projects for accuracy and makes corrections as necessary.
 Assists with bi-weekly payroll, prepares and files applicable quarterly and annual tax documents and forms.
 Provides research, input and assistance with annual financial audit.
 Consistently and accurately produces monthly departmental expenditure reports observing and reporting any inconsistencies to the Assistant Finance Director.
 Works with the public regarding City finances and collections; explains and enforces City policies and procedures regarding finances.
 Monitors the general ledger accounting and related financial system activities to ensure the integrity and accuracy of financial accounting transactions and data.
 Reviews and coordinates the accounting and movement of funds to ensure compliance with treasury items while ensuring timely and accurate payment of debt service.
 Analyses and reports all transactions related to Courts, Business Permits, Business Licenses, and Utility Services.
 Performs and maintains accurate records on all stop payments, voids, return checks, and ACH returns.
 Participates in special projects as assigned through completion status; makes recommendations as necessary.
 Assists accounts payable and other departments as requested and needed.
 Administers the Purchase Card Program.
 Reconciles fuel consumption by department.
 Administration of financial transparency portal.
 Performs other related finance duties as assigned.
Knowledge, Skills & Abilities:
 Knowledge of Uniform Chart of Accounts.
 Knowledge of Georgia record maintenance and retention laws.
 Knowledge of all modules that impact the daily accounting operations.
 Knowledge of Municipal accounting, fixed assets accounting, finance, budgeting and auditing principles.
 Knowledge of principles and practices of Municipal Accounting Practices.
 Knowledge of administrative practices and principles including goal setting, program budget development and implementation.
 Knowledge of City ordinances, City investment policies, property, franchise, payroll taxes and other municipal taxes.
 Knowledge of general office procedures, policies and equipment.
 Skill in operating modern office equipment.
 Skilled in creating clear, effective written communications.
 Skilled in advanced use of Microsoft Word, Excel and Power Point.
 Ability to perform complicated mathematical calculations and analyses.
 Ability to interpret and apply related federal, state and local laws.
 Ability to apply sound fiscal practices.
 Ability to communicate clearly and effectively, both orally and in writing.
 Ability to work with the Assistant Finance Director to formulate an accounting procedures manual, accounting manual/desk guide and fiscal policies in accordance with recent GASB and GAAP regulations.
 Ability to establish and maintain effective working relationships with staff, City employees, City officials and the general public.
 Ability to resolve complex problems that require the evaluation of alternative methods or solutions.
 Ability to maintain the highest level confidentiality.
Education & Certification(s):
 Bachelor’s Degree in Accounting, Finance, or a related field from an accredited four-year college or university.
 Master’s Degree and a CPA certification is preferred.
 Five (5) years of progressively responsible experience in public/local government fiscal management.
 Valid State of Georgia Driver’s License & acceptable Motor Vehicle Record.
 Ability to successfully pass a criminal & credit background check.

Environmental Conditions:
 Normal office indoor conditions.
 Some exposure to outside seasonal weather conditions.
