Enterprise Strategic Business Manager

Listing Summary

The City of Norcross is looking for a full-time Enterprise Strategic Business Manager. The purpose of this position is to centralize oversight of the development, analysis, and management of enterprise/utility rates and fees for the City’s three enterprise operations -- electric, solid waste, and stormwater -- and to provide strategic management to those operations through the development of short- and long-term business strategies for each enterprise. The incumbent coordinates with other consultants and contractors as appropriate to facilitate in-house problem-solving. The position shall also assist the City Manager in developing other cross-organizational and functional area strategies.

Successful performance constitutes bringing internal and external expertise – operational and financial – together in a focused strategy for each enterprise and for other functional areas where strategic opportunities may exist – e.g., lease vs. purchase decisions and payback analysis associated with capital investments and other forms of strategic procurement.

Each enterprise operation requires the ability to set fees or rates as well as a model “what if” scenario. Current operations should be consistent with short- and long-term strategic priorities developed for each enterprise and subsequently adopted by the Mayor and Council.

The incumbent will adhere to appropriate city operating procedures, benefit rules, employment, and safety policies and practices. Responsibilities include but are not limited to coordinating between directors and superintendents in operational areas and finance and administration, as well as external consultants, including Electric Cities of Georgia (ECG) and Municipal Electric Authority of Georgia (MEAG), to develop models and test alternative rate and fee strategies. 

Essential Duties and Responsibilities:

  • Assesses mission, vision, values, and strategies related to the operation of municipal functions with a particular focus on utilities – solid waste, stormwater, and electric operations.
  • Develops strategies for allocating costs among a variety of utility customers, taking into consideration the short- and long-term impacts of such strategies.
  • Considers implications of changing markets (e.g., what can be effectively recycled), new technology (e.g., electric vehicles, solar energy), and competitive advantages (e.g., sources of non-emitting energy).
  • Calculates payback on potential investments.
  • Considers the advantages/disadvantages of lease versus purchase of equipment and internal versus contracted services.
  • Creates models to assess alternative assumptions and decisions.
  • Identifies indirect impacts/consequences of potential business decisions.
  • Manages relationships with external consultants to integrate their expertise into recommendations and options presented.
  • Develops recommendations regarding competing for potential “customer choice” customers outside the Norcross Power service area.
  • Develops annual residential and non-residential solid waste fees for adoption by the City Council.
  • Coordinates with an outside consultant(s) regarding potential changes in stormwater fees.
  • Makes formal presentations in support of recommendations to elected officials, senior management, industry groups, and the public.

Education and/or Work Experience Requirements:

  • Bachelor’s degree.  Seven years or more of related experience.  Equivalent combination of education and experience. Master’s degree preferred in business administration, engineering, finance, accounting, or public administration.
  • Progressively responsible experience in strategic planning, rate and fee analysis, and/or operation of public or private utilities. Prior consulting experience related to government services is a plus.
  • Experience and proficiency with applicable software, including but not limited to MS Office and Outlook.

Scope and Impact:

The position has recurring work situations involving high degrees of discretion.  The need for accuracy is high. Errors in judgment will waste resources, negatively influence policy decisions, and adversely impact financial performance. Incumbent operates independently but with consultation with both City staff and external organizations. The content of work priorities is determined by supervision. The purpose of this position is to conduct technical assessments related to business units to influence policymakers on business and strategic issues critical to the operations and finances of the City.

Communications/Customer Contact:

Frequently in contact with other City staff, including Superintendents and Department heads, and external consultants and customers.  Ability to communicate clearly and effectively with people in a courteous, tactful, and fair manner under all conditions. Ability to provide information and explanations of the processes and procedures of municipal government to the public. Makes presentations to elected officials and the public.

Competencies:

  • Knowledge of strategic planning and its implementation.
  • Knowledge of the City of Norcross’ service areas for utilities.
  • Knowledge of modern principles and practices of utility operations.
  • Ability to establish and maintain effective working relationships with officials of other utilities and with officials of other city departments.
  • Ability to handle difficult situations in an effective, safe, timely, and legal manner.
  • Skill in problem-solving.
  • Ability to develop complex models for setting rates and fees associated with business/utility activities.
  • Ability to balance operational and financial considerations in developing strategic recommendations.
  • Ability to distill complex issues into presentations and reports oriented toward the public.

Job Type: Full-time

Starting Salary $86,081 (minimum) up to $111,906 (midpoint) based upon qualifications/experience.
