Animal Control Division Manager

Summary:  This position is responsible for supervising the operations and functions of the Animal Control Center, including administrative operations, enforcement of applicable animal control ordinances and laws, and humane care and treatment of animals.
 
Essential Job Functions:  Supervises, directs and evaluates assigned staff, processing employee concerns and problems, directs work, counsels, disciplines and completes employee performance appraisals.  Coordinates daily work activities.  Organizes, prioritizes and assigns work; develops work schedules, work assignments and riding assignments; monitors status of work; consults with assigned staff; assists with problem situations and provides technical expertise.  Interprets and enforces applicable animal control laws/ordinances and all other applicable laws, ordinances, rules, regulations, standards, policies and procedures; ensures staff adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations; issues citations to violators of animal control ordinances.  Supervises investigations into animal complaints; investigates and classifies animal bites; issues citations to violators of county animal control ordinance; prosecutes violators and presents cases in court as appropriate.  Oversees operations of Animal Control Center; oversees and coordinates activities involving animal care, facility cleaning, and facility maintenance; oversees all animal intake, adoption, euthanasia, and reclaim procedures and activities.  Oversees inventory of controlled substances, euthanasia, tranquilizers, and other medications.  Provides information, education, and assistance to the public concerning animal control issues, animal control ordinances, humane treatment of animals, animal behavior problems, or related issues.   Supervises and assists with response to incoming calls/complaints concerning various animal issues, such as animal bites, potential animal cruelty/abuse, animals in distress, stray/nuisance animals, barking dogs, wild/dangerous animals, sick/injured animals, loose livestock, animal behavior problems, or animal control laws; responds to emergency calls and works with law enforcement personnel when needed.  Provides care for animals while in custody of animal control personnel; performs cleaning, feeding, and watering of animals and animal facilities on a rotational basis.  Coordinates adoption of animals; prepares, files, and maintains official adoption documentation.  Prepares or completes various forms, reports, correspondence, lists, payment vouchers, budget documents, purchase requisitions, bank deposits, performance appraisals, log sheets, animal intake forms, outtake forms, vehicle maintenance records, adoption papers, citations, or other documents.  Compiles and/or monitors statistical data pertaining to department operations.  Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, database, or other computer programs.  Performs other duties as required.
 
Minimum Education, Training and Experience:  Bachelor Degree preferred, Associates degree, two year technical training Certificate or degree in Veterinary Technology Science, supplemented by vocational training in Animal Care; supplemented by three (3) years previous experience involving animal control operations, animal control center operations, animal care/handling, and basic supervision. Managerial experience preferred.
 
Required Certificates/Licenses: Valid Driver’s License is required.  Must possess and maintain valid Euthanasia Injection certification. National NACA Level I and II certified (preferred).
Must be tobacco free to include cigarettes, e-cigarettes, nicotine patches and other forms of tobacco.
