Meter Reader Supervisor

Job Summary
The employee in this position supervises and directs the field work of employees engaged in meter reading and repair activities.  Work is performed under the general supervision of the Customer Service manager and involves making decisions requiring the application of considerable knowledge of departmental rules and regulations; however, unusual or difficult policy or technical matters may be referred to the supervisor for a decision.  Work is evaluated on the basis of compliance and procedures, accuracy and the results achieved.

Essential Functions

  • Oversees and directs the activities of staff; prepares schedules, assigns work; evaluates work methods and job performance; maintains time and attendance records; trains new employees; interviews prospective employees; counsels, advises and assists personnel as to priorities and procedures of the department.
  • Develops and schedules meter reading, repairing and testing; makes necessary changes and additions to routes utilizing a computerized system; ensures that all meters are read and that readings are entered into billing systems in a timely manner.
  • Tests small meters upon requests; submits paperwork for appropriate charge/credit.  Assigns route, reading sequence and reading time for new accounts.
  • Investigates and resolves customer complaints and problems through field visits.
  • Inspects meter reading vehicles to ensure that they are stocked with the proper tools and equipment, safety and proper operations.
  • Prepares daily, weekly and monthly activities reports.
  • Disconnects services for delinquent customers.
  • Ability to communicate effectively with diverse and sometimes irate, hostile and threatening customers.
  • Ability to talk, see and hear.
Knowledge, Skills, and Abilities
  • Thorough knowledge of water meter functions.
  • Thorough knowledge of meter reading practices and procedures. 
  • Thorough knowledge of the County water system and departmental procedures. Thorough knowledge of the geography of the County.
  • Knowledge of supervisory principles and practices. Skill in oral and written communications.
  • Skill in dealing with the general public.
  • Ability to train, supervise and evaluate the work of a staff of meter readers.
  • Ability to establish and maintain effective working relationships with co-coworkers, other county employees, and the general public.
  • Ability to arrange and rearrange meter routing as necessary. Ability to perform basic mathematical computations.
  • Ability to sit, stand, walk, bend, crouch, stoop, climb ladders, and to lift light and heavy objects(weighing more than 60 pounds) in order to perform various job tasks.
  • Ability to use tools and equipment requiring a high degree of dexterity. Ability to distinguish between shades of color.
  • Ability to communicate effectively with diverse and sometimes irate, hostile and threatening customers.
  • Ability to talk, see and hear.
Working Conditions
The work is performed outdoors and in an office.  The employee is exposed to noise, dust, dirt, machinery with moving parts, dangerous animals (e.g. dogs, snakes, and rats) and occasional inclement weather.

Minimum Qualifications
  1. High School diploma or equivalent
  2. Five (5) years of progressively responsible meter reading experience, including some supervisory experience or training.
  3. Or have a  combination of education, training and work experience that is equivalent to #1 and #2 above that provides the requisite knowledge, skills, and abilities for this job.      
  4. Valid State of Georgia Driver's License.
