The Atlanta Regional Commission (ARC) is the regional planning, programming and intergovernmental coordination agency that focuses on issues critical to the region’s success, including growth and development, transportation, water resources, services for older adults and workforce solutions. ARC is dedicated to unifying the region’s collective resources to prepare the metropolitan area for a prosperous future. This is done in part through professional planning initiatives, the provision of objective information and the involvement of the community in collaborative partnerships and coordination/provision of regional services for selected programs. Over the past few years, the ARC has been undertaking an “evolution strategy” (described in more detail below), to find ways to become more proactive and to improve its value to local governments, their residents, and businesses and organizations.
The Atlanta Regional Commission is a nationally recognized leader in regional planning that creates real community change. As one example, the Livable Centers Initiative (LCI) program, started in 1999 by the ARC, serves as a national model of how regional planning agencies can support the development of great, center focused, walkable and livable communities.  
The Manager of the Mobility Services Group, within the Center for Livable Communities of the Atlanta Regional Commission, serves as a regional leader who works to create positive community change by regional coordination of transportation alternatives that provide solutions to the mobility needs of the entire community including education, outreach and marketing of transportation alternatives and supporting tools. This person leads a professional multidisciplinary staff that provides a holistic framework of collaborative community engagement that leverages the technical expertise of the Atlanta Regional Commission. As a primary focus, this position is responsible for the development, maintenance and implementation of the Regional TDM Plan, management of the Georgia Commute Options Program, oversight of grant funding related to the seven area Transportation Management Associations and a range of other individual mobility solutions.
The ideal candidate will be a recognized leader in transportation/mobility services and Transportation Demand Management (TDM), with substantial experience in inclusive community outreach and marketing. This person will be able to demonstrate successful examples of innovate thinking that was applied in the development of mobility solutions. 
•       Leads and manages a multidisciplinary, professional staff in the areas of Transportation Demand Management (TDM), alternative transportation solutions, employer services and transportation technology development;
•       Plans, organizes, controls, integrates and evaluates the work of the Mobility Services Group; 
•       Serves as an ARC subject matter expert on TDM issues including: carpooling, transit, bicycle and pedestrian enhancement, employer services and other transportation alternatives that may be developed;
•       Provides direction for the development of data and assessment of policy options that facilitate decision making by providing information on a variety of regional mobility issues and trends;
•       Oversees the development and coordination of regional TDM efforts;
•       Coordinates the work of the Group to successfully fulfill the Georgia Department of Transportation contract for the Georgia Commute Options Program;
•       Leads in the development and execution of locally driven special TDM projects through the Employer Services Program;
•       As a member of the leadership team, provides advice and technical guidance to ARC management, staff and Board;
•       Engages and builds partnerships with local, state, and regional stakeholders to promote partnerships with the Mobility Services Group;
•       Serves on various committees at the national, state, regional, and local levels, to promote improved mobility services;
•       Makes presentations to the Board, high-level policy and staff committees, local governments, transit operators, planning partners, civic groups, and other interested parties;
•       Works collaboratively with other ARC group managers in support of their work by providing valuable insight as the subject matter expert on TDM;  
•       Prepares and supervises the group budget; monitors expenditures to ensure compliance with budget constraints;
•       Supervise, mentor, train, and support career development opportunities for the staff of the group; oversee and coordinate projects assigned to the group; review and evaluate work products, methods, and procedures;
•       Ensures technological competence and the use of innovative technologies in the work of the Mobility Services Group by promoting early adoption of leading new technologies and by maintaining clear processes and standards consistent with a high level of service integrity and accuracy;
•       Continually evaluates new and improved technologies/software/models for the most effective community outreach and service delivery;
•       Responds to requests for information from ARC members, other government agencies, and the public;
•       Performs other duties assigned to support agency goals and objectives.
•       Knowledge of transportation demand management strategies and techniques;
•       Knowledge of local government structure, processes and operations and familiarity with legislative and regulatory processes of state and federal government agencies;
•       Knowledge of TDM program implementation and evaluation;
•       Knowledge of the interconnected nature of global, regional and local infrastructure systems as they impact mobility concerns such the built environment, public transportation, resilience, sustainability and economic development;
•       Ability to manage multi-year long-range service delivery projects collaborating internally and externally to achieve results; demonstrated experience monitoring project performance measures including budget, schedule, resource requirements, and risk; experience with the development of technical planning standards, and preparation of project and planning project documentation;
•       Ability to communicate information effectively, both orally and in writing, to a broad range of audiences; ability to prepare clear and concise administrative, technical, and informational reports; ability to prepare and deliver public presentations and recommendations to a variety of audiences with diverse viewpoints such as upper management, member agencies, Boards, community groups, and other audiences;
•       Ability to foster teamwork, open communications with and among staff, making sure to build a culture of trust, collaboration, innovation, high performance and integrity;
•       Ability to analyze issues, evaluate alternatives and reach sound, logical conclusions and actionable recommendations; ability to research, analyze, and evaluate new information management and sharing technologies and protocols;
•       Ability to work with public and private sector executives and leaders in developing and implementing mobility initiatives;
•       Ability to work with a wide range of community data resources to find actionable meaning that promotes organizational policy goals and implementation;
•       Experience utilizing behavior change strategies to develop effective commuter/employer programs that result in further adoption of alternative mode use;
•       Proficiency with the Windows operating system and Microsoft Office applications, including Project, Access, Word, and Excel; experience with information exchange standards and data repository technologies;
•       Highly developed interpersonal skills to interact effectively with internal colleagues, staff, the Board, and a broad range of active stakeholders;
•       Experience supervising and evaluating the work of staff; experience evaluating internal business processes and balancing workload with staff resources; experience providing leadership and direction for assigned programs; ability to delegate authority and responsibility;
•       Demonstrates capacity to be innovative and flexible in the implementation of new Mobility Services initiatives that have meaningful community impact;
•       Demonstrates innovative thinking and behaviors. Learns from experiences, leverages insights and shares learning, and implements changes when needed. Anticipates the future needs and trends;
•       Displays understanding and consideration of interdependencies to address broader issues and opportunities. Focuses on the right things and recognizes when to maintain or shift direction.
MINIMUM QUALIFICATIONS (equivalent combination acceptable): 
•       Bachelor’s degree in business administration, public administration or closely related field
•       Six (6) years of progressively responsible experience in transportation demand management, preferably in a large metropolitan area
•       Master’s degree business administration, public administration or closely related field
•       Relevant professional certification or license
•       Strong leadership and management skills and experience
•       Extensive previous experience in large scale program implementation efforts

ANNUAL SALARY RANGE: $82,755- $143,047 (no SS deductions except for Medicare portion, approx. 1.45% of salary)
