FIRE MARSHAL
Annual salary starting at $75,618

 

Under administrative direction of the Deputy Chief of Public Safety, manages the daily operations and activities of the Public Safety Fire Prevention Division including directing the various programs related to firefighting, fire training, fire suppression, fire investigations, fire inspections and public fire education programs. Exercises independent judgment and initiative based on Federal, State, and County policies and regulations. Supervision is exercised over a staff of Fire Inspectors. Provides additional command staff support in times of major incidents. 

Overview of Duties, Responsibilities and Position Requirements

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. In addition, specifications are intended to outline the minimum qualifications necessary for entry into the class and do not necessarily convey the qualifications of incumbents within the position.

 

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals.
  • Coordinates division work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and reviews work performed; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.
  • Consults with Deputy Director of Public Safety, other public safety officials, and other officials to review department activities and related issues, receive advice/direction, provide recommendations, and resolve problems.
  • Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies, procedures, and general orders; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
  • Directs and supervises daily operations and activities of the Fire Prevention Division, including code enforcement, plans review, and fire inspections; coordinates all activities involving education, public relations, and general administration; supervises fire prevention activities; evaluates fire prevention and fire control methods; surveys department buildings; oversees public education activities; and supervises Arson Squad. 
  • Performs administrative functions; develops long and short term plans, goals, and objectives for the division; prepares and administers division budget; monitors expenditures to ensure compliance with approved budget; reviews and approves invoices and purchase orders; prepares monthly and annual reports; performs cost accounting.
  • Reviews building and site plans to ensure compliance with building codes, fire prevention codes, life/safety codes, and other applicable codes; approves or disapproves plans; issues permits.
  • Oversees and coordinates fire inspection activities; conducts fire inspections; maintains records of inspections; prepares monthly inspection reports reflecting unit activity; issues summonses for fire hazards.
  • Operates or utilizes various emergency vehicles, emergency/medical equipment/tools, and standard equipment, which may include a fire engine, pumps, generator, air compressor, hose, hydrants, ladders, extinguisher, self-contained breathing apparatus, extrication tools, hydraulic tools, chain saw, cutting torch, mechanic tools, axe, gas detector, ventilation fan, air pack, blood pressure cuff, radio communications equipment, mechanic tools, hand tools, drafting instruments, or general office equipment.
  • Prepares or completes various forms, reports, correspondence, monthly reports, annual reports, inspection reports, maintenance records, violation notices, permits, performance evaluations, or other documents.
  • Receives various forms, reports, correspondence, building/site plans, architectural drawings, inspection reports, maintenance reports, work orders, invoices, purchase orders, maps, rules, regulations, policies, procedures, codes, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Maintains current manuals, policies/procedures, bulletins, or map books for reference and/or review.
  • Operates a computer to enter, retrieve, review or modify data; utilizes word processing, spreadsheet, database, or other software programs.
  • Communicates via telephone and/or two-way radio; communicates effectively and coherently over radio channels while initiating and responding to radio communications; provides information and assistance; takes and relays messages; responds to requests for service or assistance.
  • Communicates with supervisor, employees, volunteers, dispatchers, other departments, fire officials, law enforcement officials, emergency services agencies, medical personnel, architects, engineers, government agencies, outside agencies, property owners/occupants, victims, utility companies, civic organizations, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
  • Attends meetings; serves on committees as needed; makes speeches or presentations.
  • Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures; maintains an awareness of new equipment, procedures, trends and advances in the profession; reads professional literature; maintains professional affiliations; participates in continuing education activities; attends shift meetings, workshops and seminars as appropriate.
  • Responds to emergency incidents. Assumes incident command and control of emergency calls for fire suppression, medical assistance, hazardous materials incidents, motor vehicle accidents, natural disasters, explosions, and other emergency situations; supervises emergency personnel; determines appropriate human resources and equipment requirements; coordinates fire/rescue activities with other emergency agencies/personnel; directs/oversees firefighting and life rescue operations; directs fire suppression, search/rescue, and extrication activities; directs provision of emergency medical care to injured persons.
  • Participates in Command Staff on-call roster rotation for incident command operations during evenings, weekends, and holidays. 
  • May be required to speak and work with local/national media outlets along with the City of Alpharetta Public Information Officer.
  • Performs other duties as assigned.

  • Fire hazards and prevention requirements, inspection procedures, firefighting methods and techniques, and equipment used in modern firefighting.
  • Hazardous materials storage, use, handling and plan review.
  • The principles and practices of fire cause and fire origin investigations.
  • Arson investigations, investigative case preparation and court testimony.
  • Pertinent federal, state, and local codes, laws, and regulations including health and safety codes, uniform building codes and uniform fire codes.
  • Methods and techniques of public education pertinent to fire prevention and safety.
  • Principles of supervision, training, and performance evaluation.
  • Principles and techniques of research and analysis.
  • Principles of business letter writing and basic report preparation.
  • Occupational hazards and standard safety practices.
  • Methods and techniques of public relations.
  • Principles and practices of municipal budget preparation and administration.
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
  • National, Georgia State, and Local building and life safety codes, ordinances, and/or laws.

 

Ability to:

  • Assist in planning, organizing, coordinating and directing the City’s Public Safety Fire Prevention Program.
  • Supervise, organize, and review the work of assigned staff involved in fire prevention.
  • Use appropriate safety tools, equipment and apparatus for fire investigations.
  • Train and evaluate staff.
  • Perform inspections and detect violations of applicable codes and regulations.
  • Read and interpret codes, regulations, technical reports and building plans.
  • Prepare clear, concise records and reports.
  • Prepare and present professional fire safety presentations to civic organizations.
  • Work cooperatively with other departments, City officials, and outside agencies.
  • Effectively represent the Fire Prevention Program to outside individuals and agencies to accomplish the goals and objectives of the unit.
  • Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, press, or other agencies on sensitive issues in area of responsibility.
  • Respond to requests and inquiries from the general public.
  • Prepare and administer large and complex budgets. 
  • Act quickly and calmly in emergency situations.
  • Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. 
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

 

 

Minimum Qualifications

Any combination of education and experience sufficient to successfully perform the essential functions of the job qualifies.

 

  • Bachelor’s degree from an accredited college or university with major course work in fire science, emergency medicine, or a related field. If degree is not completed, you must obtain Bachelor’s degree within one year of hire date. 
  • At least seven years progressively knowledgeable and skilled experience as an active firefighter or fire inspector with a full-time fire department. 
  • Must possess and maintain valid State of Georgia Firefighter Certification.
  • Current Georgia EMT or Paramedic Certification
  • National Fire Protection Association (NFPA) or equivalent Fire Inspector I Certification (preferred).
  • National Fire Academy (NFA) Structures & Systems (preferred)
  • National Fire Protection Association (NFPA) Plan Examiner 
  • NPQ Fire Arson Investigator I and II (preferred)
  • Performance-based Fire Safety Building Design.
  • Code Management: A Systems Approach.
  • Principles of Fire Protection: Structures and Systems.
  • Georgia Peace Officer Mandate Certification. (preferred not required)
  • Must possess and maintain a valid Georgia driver’s license with appropriate endorsement.
  • Advanced professional certification (ICC-Certified Fire Marshal, NFPA-Certified Fire Protection Specialist, and/or CPSE-Fire Marshal) (preferred) 

 

 

Physical Demands

Physical: Continuous upward and downward flexion of neck. Frequent standing, sitting, bending and stooping, twisting at waist, side-to-side turning of neck; lifting objects weighing up to 25 lbs. from below waist to waist level; fine finger dexterity and pinch grasp to operate computer keyboards and writing materials. Occasional walking, climbing, reaching at shoulder level, pushing/pulling; firm grasp, pinch grasp and foot dexterity to operate automobile. Infrequent squatting, crawling, working in confined spaces, reaching above shoulder level, kneeling, balancing above ground; lifting objects weighing 11-25 lbs. from below waist to above shoulder and transporting distances up to 100 feet; lifting objects weighing 26-75 lbs. from below waist to waist level; transporting objects weighing 26-50 lbs. distances up to 100 feet; lifting objects weighing 76-100 lbs. from below waist to waist level, with assistance only. Tight grasp, moderate torquing, wrist and arm movement, fine finger dexterity to operate hand tools, video camera, projectors. 

Exposure to extreme cold of refrigerated lockers, extreme heat of fires, temperature swings from indoors to outdoors, extreme noise of fire alarms and fire alarm testing, working both indoors and outdoors, extreme humidity while working outdoors, mechanical hazards of heavy equipment and various machinery, explosive hazards of blasting operations; fumes and odors of smoke, flammable liquids, gas, hazardous materials; dust of construction sites and fire scenes, toxic substances. 

Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment. 

Hearing: Hear in the normal audio range with or without correction.
