SALARY:$ 90,405 ANNUALLY (negotiable based on experience and qualifications)
MUST MEET MINIMUM REQUIREMENTS: Bachelor’s degree in Business, Marketing, Public Administration, Planning, or closely related field; supplemented by six (6) years of experience in economic or community development or real estate development. Must possess and maintain a valid Georgia driver’s license and be able to complete the County Defensive Driving training. Must possess or be able to acquire US Passport for international travel. Preference will be given to Certified Economic Developers (CEcD).
NATURE OF WORK: The purpose of this classification is to oversee the Clayton County Office of Economic Development and provide staff assistance to the Development and Redevelopment Authority of Clayton County. Reports directly to the Chief Operating Officer (COO).
SOME OF THE ESSENTIAL JOB DUTIES INCLUDE: Directs and manages the Office of Economic Development staff to accomplish goals and objectives set forth by the County Chief Operations Officer (COO) and the Board of Commissioners. Consults with Chief Operating Officer, board members, and other officials to review department activities, receive advice/direction, provide recommendations, and resolve problems. Works with the COO to ensure expectations of the department are managed. Prepares annual department budget; oversees the operations of the budget and responsible for ensuring revenue and expenditure goals are met. Researches, develops, and continually updates Economic Development Strategy for the department and ensures department staff understands and follow the strategy. Oversee the Economic Development activities of the department, including the creation of special focus areas like the Film and Sports initiative and new tourism product development. Researches, creates, and manages redevelopment districts, including Tax Allocation Districts and Community Improvement Districts. Assigns staff to assist with management of these efforts. Oversees and provides full Project Management services for confidential development projects, including research, Requests for Information (RFI), financial feasibility and cost-benefit analyses, proposal completion, incentives management, and client follow-up. Act as Project Lead for the identified Industry Clusters of Aviation and Aerospace and Retail and Hospitality. Plans and manages department efforts to market Clayton County to a broad global audience. Work in concert with other County departments to ensure consistent branding and messaging. Tracks and troubleshoots major projects and issues affecting business growth and development including housing and retail trends, commercial lending, and demographics. Plans and attends various marketing and promotional seminars and conferences, trade shows, and out of town/country recruitment trips. Prepares agency documents, records, reports, and forms requiring knowledge of Economic Development and financial programs, policies, and procedures. Assist the Development Authority of Clayton County with budget-related and organizational activities. Recruit new and expanding industry clients for the Authority. Attend various meetings with other County departments, agencies, and community partners. Maintain professional membership in good standing in trade associations/alliances, including Georgia Economic Developers Association and the International Economic Development Council. Requires excellent written and verbal communications. Must be a team player, accustomed to working with all levels of professionals and the public. Ability to effectively work under tight deadlines and manager projects independently. Must have the ability to work and maintain a high level of confidentiality. All members of the Economic Development Office are exposed to confidential and proprietary information at multiple levels during project management and client interaction and are expected to maintain confidentiality and professionalism throughout their employment with Clayton County. Performs other related duties as required.
Tasks require the ability to exert moderate physical effort in sedentary to moderate work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (40-50 pounds) for trade shows and marketing events. Tasks may involve extended periods of time at a keyboard or work station. Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.
SELECTION PROCEDURE: Selection will be made from a register of eligible applicants that may be established by education, work experience, test score, personal interview, credit check, criminal history, driving history (copy of driver’s license may be required), drug screen, and/or physical examination.
