The purpose of this classification is to develop, implement, and manage internal and external communications strategies for Forsyth County government.  This is an "at will" position appointed by the County Manager and is not covered under Civil Service provisions.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; participates in interviews and makes hiring recommendations.

Develops, implements, and maintains long-range strategic plans for communications, public information, and public relations: analyzes and predicts trends, laws, and/or regulations pertaining to public information and customer service; develops and implements survey tools to measure effectiveness of public information or customer service; creates innovative customer service, public information, and public relations ideas/strategies for implementation; develops and recommends customer service strategies on a county-wide basis; coordinates and supervises implementation of adopted customer service strategies, including project management of implementations; modifies county systems to incorporate trend analysis.

Develops, recommends, updates, and/or implements policies and procedures for internal/external county communications: coordinates development of appropriate accompanying policies and procedures for customer service strategies; develops and manages procedures to ensure public information compliance with Open Meetings and Open Records legislation.

Serves as primary contact person in providing information to the public regarding county government; keeps the public informed about county programs, services, activities, and issues; responds to inquiries or comments from the public via telephone, e-mail, mail, social media or other channel; answers general questions, or refers questions to appropriate individual or department; consults with county officials to review operations and activities, reviews and resolves problems, receives advice and direction, and provides recommendations relating to the dissemination of information to the public and media.

Oversees and coordinates media relations activities for the county: manages press conferences;, serves as a county spokesperson, answers media inquiries and provides information to the media; determines timeliness and appropriateness of information to be released; coordinates media interviews for county officials and staff; approves all press releases and media contacts from county departments; writes and distributes press releases to the media; maintains positive working relationships with members of the media.

Coordinates media relations in emergency situations: recommends and implements appropriate public information strategy in response to a crisis; responds to media on all crises requiring a public information response; coordinates with other agencies regarding public information strategy when necessary; disseminates information relative to weather-related closures and emergencies; operates out of the county's Emergency Operations Center as warranted.

Oversees the county's social media presence: develops appropriate policies and guidelines; creates official social media accounts; oversees the use and maintenance of accounts; ensures all use is in accordance with approved policies and guidelines.

Develops, implements, and maintains long-range strategic plans for development and use of the county's website, Intranet, social media and other communications tools and systems: supervises operation and maintenance of the county's website, Intranet, social media and other communications tools and systems..

Develops, implements, and maintains long-range strategic plans for the county's government access channel and county video productions: supervises operation and maintenance of government access channel and development of related policies and procedures; supervises development and management of television programming; supervises maintenance of related equipment; oversees the maintenance of county meeting videos archives; coordinates and negotiates with cable franchise entities; assists legal office with negotiation of franchise agreements, to include conducting trend research and analysis, providing input, and participating in meetings.

Responsible for all facets of the county's branding:  develops and updates county branding use manual and other standards; ensures compliance with county standards to ensure consistent  branding; oversees development of related templates; works to promote the brand.

Minimum Qualifications:
Bachelor's degree in Communications, Public Relations, Journalism, Graphic Design, or closely related field from an accredited college or university; supplemented by five (5) years of responsible experience in communications, public relations, media relations, marketing, and/or journalism. ; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Must possess and maintain a valid Georgia driver's license.
