Assistant Finance Director

Salary:  $60,017 – $77,866
  
The City of Hapeville is accepting applications for the position of the Assistant Finance Director.  This position will assist the Finance Director in planning, organizing and executing the City’s financial activities.  This position reports to the Finance Director.  This position will supervise, direct, and evaluate assigned staff, process employee concerns and problems, direct work, counsel, discipline, and complete employee performance appraisals.  Assists the Finance Director in interpreting, applying, and ensuring compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.  In coordination with the Finance Director; prepares, analyzes, distributes, and presents monthly financial reports and executive summaries; consults with City administrators, elected officials and others to review financial operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; attends meetings; analyzes financial data and makes recommendations to assist City management in making financial decisions. Test audit trails to identify potential errors; coordinates annual audit; prepares annual financial statements; distributes reports.  Assists the Finance Director and City Manager to prepare, publish, and distribute the Annual Budget; Assist in developing and monitoring revenues and expenditures; monitors and maintains debt service requirements as delegated; prepares the preliminary budget with proposed alternatives as requested; participates in long and short range financial planning, including forecasting all revenues, capital requirements and cash flow management for all funds as requested. Assists other departments/directors with financial planning, budget projections and other information as needed.  Communicates with City officials, employees, other departments, consultants, financial institutions, regulatory agencies, vendors, the public, outside agencies, and other individuals as needed to coordinate work activities, review the status of work, exchange information, resolve problems, or give/receive advice/direction as needed.
 
MINIMUM QUALIFICATIONS
Bachelor’s Degree in Accounting, Finance, Business Administration, Public Administration, or related field; supplemented by three (3) to five (5) years of progressively responsible experience in governmental auditing and financial reporting, finance, accounting, or related field; or Master’s Degree with two (2) years of progressively responsible experience in governmental auditing and financial reporting, finance, accounting, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities to perform this job. Must have a minimum of two (2) years supervisory experience.  In-depth knowledge of governmental accounting (especially GASB) requirements and various Government Financial accounting software - Incode is a plus.  Certified Public Accountant certification is preferred but not required.
