Environmental Scientist Manager

Manages and assumes leadership over the Recycling & Solid Waste Department.  Supervises, directs, and evaluates assigned managers and staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals as applicable.  Assures codes and ordinances are updated relating to solid waste management.

 Inspects or oversees inspection of landfill sites to assure compliance such as daily adequate cover of landfill sites, and solid waste removal.  Collects samples, completes testing, evaluates and interprets test results ensuring the quality control of data; posts applicable reports reflecting status of monitoring and testing results and trends.  Maintains records and results of tests for compliance with applicable policies and regulations.
 
Inspects and ensures compliance to regulations regarding closed landfill record maintenance, corrective action plan records (CAP), and record retention; takes corrective actions as applicable.  Tracks EPD permits.

Develops and implements short and long term strategic plans, goals, and objectives for the environmental monitoring program.
 
Responds to County and citizen questions and concerns regarding water quality or related environmental issues; provides technical information to administration, local and state officials, other departments, contractors, vendors, businesses, governmental agencies, the public, homeowners, and other individuals as needed to exchange information, and resolve problems. 
 
Minimum Qualifications:

Bachelor's degree in Civil, Geotechnical or Environmental Engineering, Chemistry, Biology or closely related science field from an accredited college or university; supplemented by five (5) years previous experience in environmental and solid waste regulatory compliance, and landfill operations, with basic experience of transfer stations, and personnel supervision; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Must possess and maintain a valid Georgia driver's license. 

SWANA or related certifications preferred but not required.
