PURPOSE OF CLASSIFICATION
 
The purpose of this classification is to plan, organize, coordinate, and supervise program and events for youth.  Directly supervises and oversees After School and Day Camp programs, and related youth recreational activities at multiple sites. Performs administrative tasks.  This position reports to the Recreation Manager.
 
 
ESSENTIAL FUNCTIONS
 
The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.
 
Plans, organizes, schedules, coordinates and supervises youth recreational programs, events, activities and special events, such as after-school program, day camp, parades, and festivals.  Directly supervises and oversees daily operation of recreational activities, study program, snacks, arts and crafts, and related programs at multiple locations.  Oversees the administration of related policies and procedures and participates in long-range planning for the department. 
 
Plans and conducts recreational and educational activities for youth; conducts periodic assessments, attends community outreach efforts, and serves as a liaison with the school system.
 
Supervises, directs, and evaluates assigned staff and volunteers, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; recruits and selects staff and volunteers.  Provides direction, advice and technical expertise for staff work requirements.
 
Plans and conducts staff meetings, orientation sessions, and training programs; develops leadership training program, training materials, lesson plans, job descriptions, reference materials and handbooks for counselors and leaders.
 
Supervises daily and monthly financial reports and account balances, to include weekly collections of fees, past due payments, scholarship applications, employer reimbursement funds, split payments, regular and flex programs, and contractual payments; distributes late notices and follows up on delinquent payment collections. 
 
Performs related administrative tasks; develops, implements and monitors program budget and related expenditures, as well as revenue generated; plans and coordinates efforts to increase program participation; prepares and presents proposals and activities reports.
 
Communicates with supervisor, staff, other departments, volunteers, parents, students, program participants, vendors, medical providers, the public, and other individuals to coordinate work activities, review status of work, exchange information, or resolve problems.
 
Consults with director and other officials as needed to review department activities, provide recommendations, resolve issues, and receive advice and/or direction.  Makes recommendations for new program ideas and future plans; researches new events, projects, and field trips.
 
Attends meetings, workshops and training sessions to maintain current knowledge of youth program services, to include day camp workshops, management of child behavior disorders, accessibility requirements, safety procedures, crisis intervention, etc.
Publicizes and promotes programs and activities to the public through departmental sources such as the Activity Guide and flyers, and assists with social media outlets, website, Facebook, YouTube, and blogs; promotes recreational programs to schools and community groups; distributes informational materials. 
 
Coordinates programs with school system and other related services; coordinates transportation of participants to and from summer scheduled field trips.
 
Adheres and ensures adherence to established safety policies and procedures; utilizes safety equipment and monitors work environment to ensure safety of employees and other individuals.
 
Coordinates maintenance and repair needed on parks, recreation facilities, school facilities, grounds and equipment; conducts inspections of facilities to ensure cleanliness; prepares/maintains list of necessary maintenance/repair work.
 
Prepares and maintains records of program enrollments, attendance, program evaluations, employee records, equipment inventory, financial reports, incidents, accidents, work permits and other departmental activities.  
 
Oversees inventory levels and storage of recreation equipment, snacks, and supplies. Coordinates availability of necessary equipment, materials, snacks, and supplies at multiple activity sites.
 
Completes various forms including payroll information, timesheets, purchase requisitions, official correspondence, program rosters, expenditure reports and related documents.
 
Purchases and maintains inventory of food items, program materials, and custodial supplies.  Initiates requests and purchases for materials and supplies, to include new or replacement materials. 
 
Interacts with citizens to develop and meet program needs in the community; provides technical assistance to program participants and parents/guardians by answering program-related questions.  Attends meetings; makes speeches or presentations to provide education and information to the community.
 
Performs general cleaning/housekeeping tasks associated with cleaning work area and cleaning program facilities after use, which may include sweeping/mopping floors, vacuuming floors, and emptying trash containers.
 
Operates a variety of machinery and equipment to include a personal computer, phone system, fax machine, copier/scanner, AV equipment, utility vehicle, passenger vehicle, air pump, microwave, oven, ice machine, popcorn/hot dog machines, calculator, arts/craft equipment, nature/science equipment, sports paraphernalia, game supplies and two way radios.
 
 
ADDITIONAL FUNCTIONS
 
Administers first aid as necessary, to include managing the administration of prescription and non-prescription medications.
 
Provides assistance to other programs or departments as needed.
 
Performs other related duties as required.
 
 
MINIMUM QUALIFICATIONS
Bachelor’s degree in Recreation Administration, Leisure Studies, Early Childhood Education or closely related field; supplemented by three (3) to five (5) years previous experience and/or training that includes recreational program administration; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.  Must possess and maintain a valid Georgia driver’s license.  Must be certified in first-aid and cardiopulmonary resuscitation (CPR).
