Butts County will be seeking applications for the position of Public Works Director. The selected applicant will oversee and administrate a broad range of programs associated with Public Works, including Roads, Vehicle Maintenance, Solid Waste and associated duties.

JOB SUMMARY

This position is responsible for directing public works services and projects for Butts County.

MAJOR DUTIES

" Manages day-to-day department operations; coordinates daily public works construction and maintenance activities.
" Oversees daily hauling, maintenance, and recycling operations for solid waste collection sites.
" Supervises, directs, and evaluates personnel.
" Develops and implements department goals, policies, and procedures.
" Develops and monitors department budget.
" Directs the maintenance and repair of department vehicles and equipment.
" Ensures activities comply with all federal regulations and safety requirements for the construction and maintenance of County infrastructure.
" Oversees proper documentation preparation and submission for planning and implementing infrastructure projects, including permits required.
" Oversees personnel training certifications and continuing education.
" Monitors landfill for compliance with EPD regulations.
" Coordinates public relations communications and outreach.
" Solicits, reviews, and procures contracts for services and equipment.
" Attends professional development conferences and meetings.
" Coordinates with local authorities for approval of capital investments.
" Collaborates with outside authorities and agencies.
" Performs related duties.

KNOWLEDGE REQUIRED BY THE POSITION

" Knowledge of road construction and maintenance methods and practices.
" Knowledge of soil and water conservation standards.
" Knowledge of solid waste disposal methods and practices.
" Knowledge of waste recycling systems.
" Knowledge of budgetary principles and practices.
" Knowledge of related federal, state, and local laws.
" Knowledge of occupational hazards and safety requirements.
" Knowledge of County geography.
" Knowledge of computers and job related software.
" Skill in planning, organizing, directing and coordinating the work of personnel.
" Skill in the analysis of problems and the development and implementation of solutions.
" Skill in interpreting blueprints and maps.
" Skill in operating specialized light and heavy equipment.
" Skill in oral and written communications.
" Skill in interpersonal relations.

SUPERVISORY CONTROLS
The County Administrator assigns work in terms of department goals and objectives. The work is reviewed through conferences, reports, and observation of department activities.

GUIDELINES
Guidelines include County and department policies and policies, ordinances, and regulations, and related federal, state, and local laws. These guidelines require judgment, selection and interpretation in application. This position develops department guidelines.

COMPLEXITY/SCOPE OF WORK

The work consists of varied supervisory and construction planning duties. Inclement weather contributes to the complexity of the position.
The purpose of this position is to direct the delivery of public works construction and maintenance services. Success in this position help ensures safe and serviceable roadways for Butts County.

Contacts are typically with coworkers, other County employees and agencies, vendors, contractors, and members of the general public.
Contacts are typically to provide services; to give or exchange information; to resolve problems; or to motivate or influence persons.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

The work is typically performed while sitting at a desk or table and intermittently standing, walking, stooping, bending, or crouching. The employee frequently lifts light objects and occasionally lifts heavy objects, and uses tools or equipment requiring a high degree of dexterity.

The work is typically performed in an office. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, irritating chemicals, and occasionally outdoors in inclement weather. The work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over Assistant Public Works Director (0), Auto Shop Supervisor (1), Public Works Supervisor (1), Crew Supervisor (1), Solid Waste Supervisor (1), and Administrative Assistant (1).

MINIMUM QUALIFICATIONS

Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field, or a combination of education, experience and skills that meet the prerequisites of the position.

Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.

Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
