The ideal candidate will serve as the Director of the Albany- Dougherty Inner City Authority (ADICA), Director of the Downtown Development Authority (DDA), as well as Downtown Manager. The Downtown Manager reports directly to the City Manager and is a part of the Executive Team.
Responsibilities of the Downtown Manager include:
• Engaging the City’s private sector, the medical community and other community stakeholders as necessary, while serving in a liaison role between private developers and City staff.
• District development through marketing, implementing plans for the downtown, maintaining an inventory of available properties, working with potential retailers or office tenants for the downtown, providing information to brokers to assist them as they work with clients interested in the downtown. Promote and sell a positive image of the commercial district and encourage consumers and investors to live, work, shop, and play and invest in the Downtown Area.
• Planning for downtown development by conducting land use and zoning studies, coordinating businesses and neighborhood groups, conducting technical and practical research of planning issues, writing ordinances, writing and negotiating development agreements, setting policies, reviewing structural changes, conducting surveys to ascertain demand and public opinion, and writing and coordinating RFP processes to encourage appropriate development.
The Downtown Manager will need to be dedicated and visible within the community and able to effectively relate face-to-face with community members, as well as develop and promote effective partnerships with various agencies.
This person will have the personality and communication skills necessary to foster productive relationships and have a comprehensive set of administrative, personnel, and budgetary skills. He/she will need to be a strategic, innovative thinker who is open to sound input from others and who can set and achieve short and long-range goals in a cooperative, team-oriented manner. The ideal candidate will possess the ability to clearly articulate expectations, guidelines, methods, and parameters and must be dedicated to achieving individual and departmental goals and meeting the expectations of City leadership.
Compensation & Benefits:
The salary range for this position is $86,100 to 112,860 depending on qualifications and experience. The City of Albany offers retirement plans including employee contribution employer matching rate through a 401(a) Pension Plan or the City’s Employee Defined Benefit Pension Plan, and a 457(a) Plan. A full range of leave, insurance benefits and other benefits are provided. A health clinic is available at no charge for medical plan participants.
