Public Works Supervisor

Job Summary:This position is responsible for overseeing the day-to-day operations of the assigned division to ensure the efficient and effective maintenance of all City parks and/or collection of City refuse. 

Major Duties:

  • Supervises the activities of assigned crew; assists with supervising other divisions as necessary; assigns schedules and work duties; conducts performance evaluations; recommends disciplinary actions; checks and reviews work upon completion;
  • Trains and instructs crew; ensures employees adhere to the correct work methods, rules and standards;
  • Ensures appropriate safety standards are followed on all assignments;
  • Facilitates problem solving; regarding equipment scheduling, assignments and employee complaints;
  • Inspects city streets, signs, sidewalks, grounds and parks to ensure compliance with departmental standards;
  • Maintains departmental records for purchase orders, receipts, inspections, employee leave requests, employee evaluations, vehicle maintenance records, time sheets and other department documents;
  • Establishes priorities for work schedules and daily allocation of personnel, equipment and other division resources;
  • Listens to and addresses citizens' questions regarding service complaints and problems;
  • Coordinates and submits recommendations for purchasing equipment necessary to the division; maintains inventory for relevant equipment;
  • Maintains the appearance and proper functioning of necessary equipment;
  • Serves as a liaison between the City and utility companies, subcontractors and other government agencies;
  • Assists with planning and setting up for City events;
  • Assists with maintenance and sanitation duties as necessary;
  • May support the activities of other Public Works divisions as necessary;
  • Performs other related duties as required.
Knowledge Required by the Position:
  • Knowledge of geographical layout of City streets and roadways;
  • Knowledge of occupational hazards involved and the safety precautions necessary to accomplish division objectives; knowledge of OSHA and Georgia DOT laws and regulations;
  • Knowledge of modern office procedures, methods and equipment, including computers;
  • Knowledge of landscaping and gardening practices;
  • Knowledge of Federal, County and City ordinances;
  • Knowledge of departmental and City operating policies, procedures and rules;
  • Knowledge of all applicable traffic laws, ordinances and regulations governing the operation of all necessary equipment;
  • Skill in the safe operation of assigned vehicles, even under adverse weather and road conditions;
  • Skill in identifying equipment problems and malfunctions;
  • Skill in effective and clear oral and written communication;
  • Skill in dealing tactfully and courteously with customers and citizens in all situations;
  • Ability to lead, supervise and schedule the work of subordinates and effectively and efficiently accomplish division objectives;
  • Ability to evaluate problems and complaints regarding buildings and grounds maintenance;
  • Ability to work independently, organize tasks and meet deadlines;
  • Ability to observe, follow and direct subordinates to follow necessary safety precautions in all areas of assignment;
  • Ability to work well with others, including elected officials, co-workers and the general public.
Supervisory Controls: Work is assigned by and performed under the general supervision of the Public Works Director according to specific departmental and City goals.

Guidelines: Guidelines include City codes, departmental policies and procedures, State and Federal rules, OSHA laws, Georgia DOT rules  and  regulations. These guidelines are generally clear and  specific,  but require some judgment and interpretation in application.  

Complexity: This position consists of a variety of tasks, including daily operations, planning  and  supervision of landscaping, gardening and/or sanitation crew.  

Scope and Effect: The purpose of this position is to manage the daily operations of the Parks division. Successful performance contributes to the efficient and effective maintenance of all City-owned buildings and grounds and  refuse  disposal.  

Personal Contacts: Contacts are  typically  with elected officials, co-workers, other City employees and the general public. 

Purpose of Contacts: Contacts are typically to give and exchange information, resolve problems, negotiate or settle matters and provide services. 

Physical Demands: The work is typically performed with intermittent standing, walking, bending, crouching and crawling. The employee must occasionally lift heavy objects, climb ladders, use tools or equipment requiring a high degree of dexterity and distinguish between shades of color.

Work Environment: The work is typically performed outdoors, near moving mechanical parts and in high, precarious places. The employee is exposed to loud noise, inclement weather conditions, fumes or airborne particles and toxic or caustic chemicals. 

Supervisory and Management Responsibility: This position supervises Maintenance Workers.

Minimum Qualifications: High School diploma or equivalent required; five (5) years of public works experience; supervisory or lead worker experience preferred; must possess a valid State of Georgia Class B CDL license; equivalent combination of education and experience.
