The Roadway Project Manager is responsible for the proper planning, design and construction of capital road and infrastructure improvements in the County. Responsibilities include: overall planning and supervision of department functions, including pre-construction engineering, right-of-way acquisition and construction activities; serving as liasion to local, regional and state government agencies, County property owners and the general public; and performing administrative duties. This position reports to the Community Development Agency Director.
MAJOR DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Supervises, inspects, and evaluates work performed by consultants and contractors on in-progress County funded roadway construction projects; ensures work meets design standards and complies with plans and specifications; communicates with consultants and contractors regarding design or construction issues; amends construction plans and specifications; issues recommendations as needed. Reviews construction drawings, meets with consultants, engineers and designers to resolve problems concerning compliance with design standards and general engineering principles. Reviews new or revised federal or state regulations, county policies and procedures; determines impact on department operations and informs employees of necessary changes. Conducts special engineering and transportation studies and investigations related to traffic and capital improvements. Prepares and recommends design and construction for projects within the County; serves as project manager for assigned County funded projects. Responds to inquiries, complaints, requests, questions, and problems from the Community Development Agency Director, County Manager, Board of Commissioners, other government agencies, the engineering community, the development community, environmental organizations, media, County property owners and the general public. Reads professional journals and other materials to obtain information on current trends, practices and regulations in local government public works. Directs and controls the expenditures of department funds in accordance with budget appropriations; reviews and approves purchase orders, payment requests, personnel leave cards and other administrative forms. Makes presentations to the County Board of Commissioners and represents the department at public hearings, civic meetings, community events, and other functions. Prepares the department annual budget. Directs and controls the expenditures of department funds in accordance with budget appropriations. Becomes thoroughly familiar with currently assigned projects and maintains considerable knowledge of current practices and trends in construction. Prepare internal and external reports pertaining to project status. Plan ahead to prevent problems and resolve any emerging ones. Negotiate terms of agreements, draft contracts and obtain permits and licenses. Inspects road sites to determine need for traffic control or safety devices. Prepares bid and contract documents for County roadway or capital improvement projects; both for design and construction activities. Acts as a project manager by performing on-site inspections, plan compliance review, gathering of field data, conducts final inspections and makes recommendations for site acceptance as a County right-of-way. Analyze, manage and mitigate risks. Attends project preconstruction conferences. Communicates with others at these meetings to ensure self and others agree upon the scope, nature, schedule, etc. of project. Demonstrates extensive knowledge of both specific projects and of general departmental guidelines and accepted engineering practice through sound judgment and decision-making in project supervision. Meets with property owners who may experience problems during construction and try to help resolve any problems or alleviate concerns. Coordinates concerns and solutions with contractor representative.
