Job Summary

The employee in this class organizes, plans, directs, monitors, and provides management oversight for the activities of the various divisions of the Water Resources Department.  Specific duties include providing oversight of water and wastewater field services, water and wastewater plant operations, as well as monitoring staff activities to ensure that adequate, safe and efficient water treatment and supply are sustained.  Work includes providing oversight for regulatory compliance with County and other government enforcement agencies.  Formulates and implements departmental budgets, policies, and procedures as well as providing departmental oversight for operations and support staff.  Makes recommendations on operational and managerial problems, addresses departmental funding requirements, and provides long-range plans, programs, and capital improvement plans.  The employee is responsible for monitoring utility operations to identify sustainability issues and develop a proposal(s) to address and maintain systems assets.

 Essential Functions

Plan, organizes and assigns work to division heads; evaluates and provides feedback to subordinates; rewards or disciplines as necessary.

Manages the department by establishing policies, procedures and methods for the operation and maintenance of the various systems, and directs and manages the work of the department’s employees.

Maintains quality control by responding to and resolving difficult and sensitive citizen inquiries or complaints, providing continuous efforts to improve operations, streamlining work processes, and working cooperatively to provide quality customer service.

Manages the preparation of a tentative budget for the department and divisions by predicting the funds needed for staffing, equipment and material, and monitoring and administering the expenditures of allotted funds to strive for the most effective use of funds. 

Participates in capital improvement projects by collaborating with engineering and other staff in supervising the master planning, design and construction of all phases of water resources projects; developing and reviewing staff reports to capital improvements; evaluation,

selection and administration of outside engineering and consultants.

Provides long-range plans and cost estimates regarding new regulatory issues or requirements by offering technical and administrative support on research, water resources related projects and presenting the findings to the Board of Commissioners.

Monitors implementation of county policies and compliance with federal and state regulations.

Routinely assesses the effectiveness of operations; recommends and implements changes.

Makes program operations, staffing, rate and policy recommendations to Board of Commissioners.

Prepares management reports and presents them to the Board of Commissioners, staff and other departments by researching or relying on consultants and staff in drafting comprehensive reports, presenting information to supervisors for input, and forwarding information to the requesting body.

Performs contract administrative duties by negotiating and recommending contract terms, evaluating performance, ensuring compliance with warranty and contract agreements, meeting with responsible parties to receive project specifications, working with section supervisors to determine if responsible parties are meeting contractual obligations, working with consultants and engineers to assist in evaluating services, and recommending decisions based on the information gathered.

Monitors legislation and develops policies with programs to ensure compliance with laws and regulations; participates with various county teams and committees; researches and respond to questions raised by Board of Commissioners; reviews appraisal drafts written by staff.

The employee in this classification may be expected to perform any related duties as required by proper authority.

Knowledge, Skills and Abilities

Broad knowledge of water and wastewater treatment operations or technology or a closely related technical field.

Knowledge of all applicable federal and state rules and regulations, applicable local safety practices and procedures, and county ordinances.

Knowledge of market trends, operating and preventative maintenance practices.

Knowledge of principles and practices of budgeting and budget formulation.

Knowledge of strategic planning practices and procedures to ensure the financial resources of the water utility meet the needs of the county.

Knowledge of system load forecasting, Georgia EPD and Federal EPA and COE water quality maintenance, wetlands and reporting requirements.

Skill in process improvement evaluation and implementation.

Skill in oral and written communication.

Skill in project management and meeting deadlines.

Ability to establish and maintain effective working relationships with county officials, employees, government officials from other jurisdictions, professional engineers, contractors, and the public.

Ability to evaluate the details of a problem while maintaining goals and objectives of the department.

Ability to effectively communicate the principles of rate design.

Ability to exhibit diplomacy, patience, and a sense of humor in the public participation process.

Ability to listen effectively, decide on the best course of action, and exercise strong leadership to ensure prompt compliance.

Ability to be customer-oriented in prompt responses to customers.

Working Conditions 

Work is typically performed in an office. The work requires intermittent periods of sitting, standing, walking and a willingness and ability to work extended hours on an on-going basis.

 Minimum Qualifications

  1. Bachelor’s degree in civil engineering, environmental engineering or a related technical discipline. 
  1. Ten (10) years of progressive responsible experience in water/wastewater utility management including at least four (4) years at the division head (or comparable) level or above.


  1. Master’s degree in public or business administration, civil engineering, environmental engineering or a related field. 
  1. State of Georgia certifications as a Water Treatment or Distribution Operator and Wastewater Treatment Collections System Operator. 
  1. Professional Engineer (PE) license.
