Purpose of Job
The purpose of this job is to perform overall operations pertaining to buildings, grounds, streets, forestry, sanitation and recreation and parks for the City of Cornelia. Duties and responsibilities include, but are not limited to: providing direction to a work crews in performing the maintenance and repair of city buildings, City property including vehicles, grounds and equipment; City and residential refuse and recyclable collection; planning, coordinating and directing all aspects of supervising crews in performance of duties, day-to day operations; controlling expenditures; and performing additional tasks as assigned.
 
Essential Duties and Responsibilities
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
 
Supervises and evaluates assigned staff, handles employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance evaluations.
 
Plans, directs and coordinates departmental activities, goals and objectives, including the maintenance and repair of city buildings, grounds, vehicles, equipment, facilities and streets.
 
Maintains an adequate inventory of materials needed for maintenance of City buildings, vehicles and parks, grounds maintenance. Determines specifications and requirements of all equipment including landscape equipment such as tractors, backhoes, mowers and small power equipment.
 
Prepares departmental budget, goals, objectives and expectations.  Ensures expenditures are in line with the budget and ensures that all projects materials, schedules and assignments are in accordance with city regulations and ordinances.
 
Maintain records, purchase orders, bid sheets and contractor information.
 
Ensure the maintenance of mowed areas as required for specific uses such as City right-of-way, lawns, roadsides, parks and recreation areas and wildlife management areas.
 
Prepare for and respond to emergency situations including storm situations.  Maintain records of response associated costs.
 
Ensures that employees understand the details of each project assigned.  Ensure crews have proper tools, equipment and supplies necessary to complete their regular duties and repairs and construction. 
 
Communicate with city officials, department directors and citizens regarding the projects completed by assigned work crews.  Serves as a liaison between the department and the public by responding to inquiries and complaints.
 
Schedules and directs seasonal maintenance for special events of city landscape.
 
Coordinate with other departments regarding special events requirements.
 
Performs other related duties as required.
  
Knowledge, Skills and Abilities
Knowledge of the principles, practices and procedures of the Division as it pertains to maintenance of City buildings and equipment, grounds, forestry, recreation and parks maintenance. Has general knowledge of the policies, procedures, and activities of the Maintenance and Mechanical Department as they pertain to the performance of duties relating to the position of Superintendent.   Knowledge of landscape, horticulture, irrigation systems, soil analysis, heavy grounds maintenance equipment, and supervisory practices, policies and procedures as necessary in the completion of daily responsibilities. Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the position. Knowledge and proficiency interpreting landscape construction drawings, street maps, ordinances, horticultural information, invoices, daily work reports, equipment service requests, and other related charts, records, and reports. Ability to administer policies, procedures, plans and activities and to monitor the performance of subordinates against measured established goals. Ability to administer operations and staff plans and objectives for the expedience and effectiveness of the specific duties of the position. Ability to keep abreast of any changes in policy, methods, operations, and equipment needs as they pertain to departmental operations and activities. Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the department. Ability to assemble information and make written reports and documents in a concise, clear and effective manner. Ability to demonstrate good management and human relation skills. Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards and resolving problems. Ability to handle the required mathematical calculations. Skill in using tractors, backhoes, loaders, utility trucks, mowers, power tools, and a variety of landscape maintenance tools and supplies. Knowledge and proficiency in the use of soil preparation tools, pruning tools, sprayers, spreaders, chippers, construction tools, irrigation tools, landscape supplies, landscape supplies, and safety equipment.
