Human Resources Generalist

JOB SUMMARY
The person in this position is responsible for the day-to-day operations of the department including but not limited to recruitment, payroll, new employee orientation, employee relations, employee development programs, workers’ compensation administration, benefits administration and related Human Resources functions.

ESSENTIAL JOB FUNCTIONS                                                                                         
 
  • Assists with and monitors hiring process and records; coordinates applicants and advises management personnel; schedules testing and/or interviews; screens applicants according to established criteria;
  • Conducts new hire orientation to include communications on City policies and programs
  • Assists employees with questions regarding pay and benefits
  • Responsible for bi-weekly and monthly payrolls, including paying all taxes and retirement related to corresponding payroll;
  • Partner with benefits broker and various outside vendors to coordinate annual open enrollment for health, dental, life insurance, retirement and others;
  • Serves as the primary contact for Workers’ Compensation
  • Responsible for filing and maintaining quarterly reports to state and federal agencies;
  • Provides information updates, advice and general communications on all human resources functions to City personnel in a timely, accurate and productive manner
  • Maintains Human Resource records
  • Establishes, maintains and updates databases, spreadsheets and other background materials for proper personnel records and reports, employee lists, job classification and wage changes, responds to outside survey requests
  • Assists with conducting the City’s salary surveys
  • Coordinates and chairs the City’s Wellness Program
  • Coordinates employee health fairs, lunch n’ learns and other events recognizing employees and employee accomplishments
  • Coordinates the City’s Drug-Free Workplace program
  • Performs other related duties as requested, directed or assigned
 MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
A Bachelor’s degree in Human Resources, Business Administration, Public Administration or related field is preferred; and three (3) to five (5) years of related experience in a professional HR department or an equivalent combination of education and experience. Municipal experience preferred. Experience with Harris Business Solutions’ SmartFusion is preferred.
 
KNOWLEDGE, SKILLS AND ABILITIES
 
  • Knowledge of the specialized principles and practices of public personnel administration, including examination, classification, compensation, in-service training, service rating techniques and employee relations;
  • Knowledge of state and federal employment laws;
  • Knowledge of local government organization and procedures;
  • Knowledge of Harris Business Systems’ SmartFusion payroll processing
  • Knowledge of the operation of general office equipment including calculator, computer keyboard, computer word processing or other programs, telephone, telephone console, or copy machine as required;
  • Knowledge of basic mathematical and accounting procedures;
  • Skill in communicating both orally and in written form;
  • Skill in researching issues and developing recommended actions;
  • Ability to develop, implement and evaluate new and revised procedures, methods and policies;
  • Ability to maintain confidentiality and exercise considerable skill in information handling, privacy of records and judgment;
  • Ability to respond effectively to sensitive inquiries or complaints;
  • Ability to define problems, collect data, establish facts, and draw valid conclusions;
  • Ability to establish and maintain effective working relationships with City officials, employees and the public.
