Title: Code Enforcement Officer II
Reports to: Code Enforcement Manager FLSA: Non-exempt

Code Enforcement Officer II is the Intermediate Level Class position in the Code Enforcement Officer Series classification. Employees in this class demonstrate ongoing mastery of the technical duties necessary to execute the requirements of the City’s code enforcement programs and can easily manage the routine requirements of the position.
Employee demonstrates the necessary problem-solving skills to manage most circumstances that may arise in the daily performance of monitoring and enforcing zoning, building, property maintenance, noise, abandoned vehicle and other codes and ordinances designed to protect the health, safety and welfare of the residents, and the general quality of life. The employee serves as a resource and provides information on City regulations to property owners, residents, businesses, and the general public, along with other City departments and divisions. Employee may, with adequate training,
satisfactory performance evaluations, competency in executing the routine job duties, sensitivity and insight to manage unique situations that may require good judgment and tact.
Essential Duties and Responsibilities
Schedules and performs systematic property maintenance inspections to maintain or achieve minimum standards.
Enforces City codes and ordinances pertaining to zoning and housing.
Attends neighborhood meetings to discuss and educate citizens about City codes.
Responds to citizen concerns and complaints and City Council requests.
Prepares records and reports pertaining to abatements, court actions, daily
activities, enforcement actions and inspections.
Compiles documentation for and issues citations for violations with approval of supervisor.
Testifies in municipal court as required.
Performs other similar duties as required.
High School diploma or GED.
Two (2) years experience in code enforcement related work including: conducting investigations; conducting research; and resolving complaints, concerns or conflicts.
ICC Certification as Property Housing and Maintenance Inspector obtained in 12 months.
Georgia Association of Code Enforcement Level I Certification obtained in 18 months.
Associate’s degree in Fire Technology, Environment Studies, Chemistry, Law Enforcement, Construction Technology, Public Administration or a closely related field.
Five (5) years of experience in the code enforcement field.
Knowledge of general construction practices, procedures and requirements; and dispute resolution techniques and methods.
Ability to establish and maintain effective working relationships with employees, citizens and elected officials.
Ability to handle sensitive or stressful situations with tact and diplomacy.
Ability to communicate effectively both orally and in writing, and make presentations.
Ability to read, interpret, and explain City codes and site plans, maps, and work plans.
Certification as Level 1B Soil and Erosion Inspector
Certification as Arborist under ISA.
Georgia Association of Code Enforcement Level II Certification obtained in 3 years.
Completing continuing education courses under the International Code Council.
Work is in an office setting and a field environment; required to stand or sit for
prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; walk on uneven terrain, loose soil, and sloped surfaces; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to travel to other locations; to operate equipment and vehicle; and to verbally communicate to exchange information.
