CLERK OF COUNCIL – G23
The position will start on or after January 8, 2019.
Columbus Consolidated Government is seeking a Clerk of Council – G23. The Clerk of Council. The Clerk of Council facilitates the activity of the Council by providing administrative and public policy assistance; manages official records; serve as custodian of official records of the governing body. Carries out supervisory responsibilities, including training, planning, assigning and directing the work of subordinates, appraising performance of subordinates, addressing complaints, and resolving problems. Continuously reviews current operating procedures and work flow processes to determine effectiveness and efficiency with regard to Council requirements. Attends all regular and special Council meetings and proclamation sessions; records and prepares the minutes of Council meetings. Attends and prepares minutes for Council Budget Committee Meetings. Reviews and ensures accuracy of proposed ordinances and resolutions for Council's adoption. Indexes motions, ordinances and resolutions. Prepares, maintains, and attests to official records and actions of Council. Verifies the minutes for Council approval and ensures publication of official minutes in written and digital format; written minutes must be published and available to the public within the timeframe prescribed by law. Presents Council minutes to Council for adoption at the following Council meeting. Verifies the accuracy and thoroughness of the preparation of all Council meeting agendas. Ensures that the City Council process of nominating and maintaining 40+ Boards, Commissions and Authorities remains accurate and current. Prepares annual budget for office. Ensures original copies of executed contracts reside within the Clerk of Council's Office as prescribed by State records retention policies. Responds to citizens' requests regarding Columbus Council meetings, City documents, and other public information maintained by the Clerk's Office. Performs special assignments as requested, including researching and preparing reports and projects, developing and implementing programs, and presenting technical data to management, elected officials, and others. Maintains the official code and supplements of the Columbus, Georgia Code of Ordinances as required. Forwards all adopted ordinances to Municipal Code Corporation for incorporation into the code. Presents agenda items to Council at Council meetings. Ensures, within existing budget constraints, that systems and efforts to improve operations and work processes are established and remain relevant to the current operating environment. Develops and implements a comprehensive training program to ensure both existing and new hires are versed in both office management processes as well as state statute and Columbus Charter legal requirements. Performs other related duties as assigned.
Knowledge of governmental policies and procedures. Knowledge of the principles and practices of public administration, including goal setting, program budget development and implementation, and supervision. Knowledge of applicable state, federal, and local laws, rules, and regulations. Skill in recordkeeping, report preparation, filing, and records management techniques. Skill in note taking and digital recording. Skill in the use of general office equipment, such as a fax machine, computer, and copier. Skill in use of applications. Skill in oral and written communication.
A Bachelor Degree is required in Business Administration, Public Administration or related area; three years' experience in local government administration; experience sufficient to thoroughly understand the work of subordinate positions and to be able to answer questions and resolve problems, usually associated with a minimum of three years of experience or service; State Law O.C.G.A., Section 36-1-24 and 36-45-20 training is required; must be able to obtain Georgia Municipal Clerk's Certification.
The Columbus Consolidated Government offers an exceptional compensation and benefits packet. The salary range for this position is $62,927.65 – $95,751.87.
