Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Trains subordinate staff in job duties and responsibilities.
Develops and prepares the annual operating budget; processes, reviews and coordinates budget requests with department heads, elected officials and constitutional officers; develops recommendations; assists departments with the preparation of budget requests; reviews and analyzes revenue projections; prepares and oversees the preparation of revenue estimates; attends budget workshops and Finance Committee meetings; provides technical and analytical support as needed.
Directs the preparation and publication of the county's annual budget book in accordance with the Government Finance Office Association's standards, including submission to the GFOA Distinguished Budget Presentation Award program.
Oversees the cash management function for the Finance Department.
Controls expenditures in accordance with adopted budget; reviews Personnel Action forms; works with departments for budget transfers and amendments; prepares journal entries to correct General Ledger; develops corrective action plans for potential budget shortfalls or overruns.
Serves as a Social Service Committee member facilitating the Social Service grant activities to non-profit agencies providing County Juvenile Court services. Coordinates the committee's meetings, agency annual funding requests, and auditing grantee required financial reports.
Prepares staff reports for meetings of the Board of Commissioners, including budget adoption, and adoption of millage rates for taxes.
Coordinates the training of County staff regarding the preparation and input of revenue estimates and expenditure requests for annual budget.
Provides information/assistance to County departments/employees, County Manager, Board of Commissioners, the general public and others regarding a variety of financial and budgeting issues; performs research and presents information or reports as required.
Performs other complex accounting functions, such as calculating reservation of fund balance for restricted revenues, preparing schedules for closure/post-closure liabilities, assisting in the preparation of notes concerning budget to actual variances for Comprehensive Annual Financial Report., etc.
Oversees grant/project accounting.
Oversees the management of grant proposal programs which includes the identification, cultivation and solicitation for grants from private, corporate and government sources to support the various programs of the County.
Coordinates the evaluation and research of funding opportunities to determine availability of grant funding applicable to the County, or special projects; reviews Internet web sites, newsletters, publications, and other sources; researches trends in various subject areas; researches available funding programs; secures and reviews funding source documents; researches specific goals, purposes, conditions, restrictions, and qualifications for eligibility of each grant opportunity; gathers cost estimates to develop proposed budgets; evaluates potential success of funding opportunities; determines or recommends whether to apply for various grant programs.
Manages and monitors all county-wide grant projects for all County, State and Federal grants including reconciling and monitoring grant budgets; analyze reports on status of funding and expenditures to make recommendations for adjustments; approves funding requests made in conjunction with proposed program changes to determine adequacy and reasonableness; manages grant performance, identifying problems and possible solutions with department heads or managers to implement corrective actions.
Acts as designated Title VI Coordinator responsible for initiating and monitoring Title VI activities and preparing required reports.
Maintains a comprehensive, current knowledge of applicable laws/regulations; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
