This position is responsible for planning, managing, directing, and supervising all network and information technology activities for the city.

Assumes full management responsibility for all Information Technology department functions, programs, and operations. This includes, but is not limited to, data processing, hardware and software development, network and systems operations, virtual and  cloud technologies, data  and network security, mobile device management, telecommunications, and the city wide fiber optic network.
Manages the development and implementation of department goals, objectives, and priorities; recommends and administers policies and procedures.
Oversees all aspects of the city network to include the fiber optic  network,  connections,  servers, software, billing, email, etc.
Supervises the assigned work of departmental personnel, prepares the departmental budget, and monitors expenditures under the current budget.
In collaboration with the City Manager, identifies and analyzes the City’s information service needs; establishes and directs strategic, long-term goals, policies, and procedures according to the City’s changing needs and available technology; provides for a continuous review of current and planned computer systems to identify ways in which information technology can enable change and improvement in the City’s activities, reduce cost, and enhance efficiency on a city wide basis.
Determines priorities and assists staff and departments as needed with troubleshooting and resolving technical problems with computers, printers, copiers, email, reports, etc.
Researches, reviews, investigates, evaluates, and selects new technologies for  current  and  future business needs including systems equipment, hardware, and software.
Directs and administers the City’s telecommunications system including cellular phones, pagers, and voice mail; oversees, monitors, and reviews telecommunication use and bills.

Provides staff assistance to the City Manager; prepares and presents reports and other necessary correspondence.
Designs and maintains City website with updates provided by departments and / or establishes and trains staff to maintain their own content.
Represents the Information Technology Department to  other  departments,  elected  officials, and outside agencies; coordinates assigned activities with those of other departments  and  outside agencies or organizations.
Communicates and maintains professional contact with other organizations, research  bodies,  and vendors concerning information systems applications and equipment.
Administers relevant capital improvement projects, including assisting with the development of budgets, overseeing the design and implementation of improvements, and processing contractor payments.
Participates on a variety of boards, commissions, and committees. Performs other related duties as assigned
