Parks and Recreation Director

The purpose of this classification is to perform a variety of professional and administrative work in planning, developing, scheduling, directing and implementing city-wide parks and recreation programs, and park and public facilities and ground maintenance program.


The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Develops, plans, and implements long and short term goals and objectives for the City in the area of parks and recreation; develops and implements policies and procedures for effective operations and maintenance; prioritizes and oversees parks and recreation programming and activities; recommends changes in order to meet organizational needs; identifies new processes and alternatives to resolve problems or improve/enhance operations.
Develops standards for parks, sports fields, and playground equipment maintenance; ensures parks are properly maintained using the most effective combination of City employees and contracts with outside vendors; conducts inspections of parks, sports fields, and playgrounds; ensures safety and maintenance of all areas; determines needed repairs and/or upgrades.
Develops and oversees recreation programming for the City; plans and coordinates youth and adult programs; coordinates development, publication and distribution of marketing materials; contracts with and monitors outside vendors running recreation programs and maintenance functions.
Responds to inquiries from the general public regarding various community services; provides information or directs inquiries to appropriate department resources; meets with civic groups; prepares and presents information regarding recreation opportunities and parks and recreation programming.
Develops and implements departmental budget, including equipment and capital improvement needs; monitors expenditures to ensure compliance with approved budget; develops bid specifications for equipment; provides approval for all department requisitions and receiving reports.
Communicates with supervisor, City officials and employees, vendors, civic groups, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
Prepares or completes various forms, reports, correspondence, charts, budget documents, memos, policies and procedures, performance appraisals, purchase orders, bid documents, contracts, bills, resolutions, payroll reports, vehicle maintenance reports, or other documents.
Receives various forms, reports, correspondence, budget reports, invoices, payment vouchers, time sheets, architectural drawings, master plans, policies, procedures, codes, regulations, standards, handbooks, manuals, check requests, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Maintains a comprehensive, current knowledge of applicable policies, procedures, codes, regulations; conducts research and maintains an awareness of new issues, methods, equipment, trends and advances in the profession; reads professional literature; maintains professional affiliations; participates in continuing education activities; attends meetings, conferences, workshops and training sessions as appropriate.
Operates a personal computer, general office or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.


Bachelor’s degree in Parks and Recreation, Recreation and Leisure Studies, Public Administration, or related field; supplemented by seven (7) year(s) of progressively responsible management experience in parks, recreation, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license. Must possess and maintain the following certifications: Parks and Recreation Professional and Playground Safety Inspector.
Physical Ability:  Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds, odor, and visual cues or signals.  Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
