Salary: $46,459

This position performs complex analytical work in identifying, defining, analyzing and recommending solutions to a variety of management, organization and/or budgetary issues of municipal operations. Responsible for coordinating, organizing and controlling various project activities as it relates to developing improved systems and procedures which lower operating costs or increase efficiency. This position also performs technical duties with primary responsibility for the integration of computer software applications in support of budget monitoring and development. 

Essential Job Functions


Serves as project manager for annual operating/capital budget development planning activities and communication tools; including editing, proof reading and printing of preliminary and final budget documents.
Analyzes technology needs for budget program; serves as group leader in the implementation of technology solutions; Develops technical manuals in budget preparation. Acts as liaison between budget department and end users.
Interacts and communicates with department heads, City executives, other City staff and the public on a routine basis; demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.
Coordinates design and maintenance of the department web site.
Coordinates preparation of regular and special projects with department heads and co-workers such as: ICMA performance measure process, comparable cities survey, and Council Retreat Planning.
Coordinates updates to emergency management city-wide recordkeeping protocol.
Develops and conducts surveys, collects information on operational and administrative problems, analyzes research findings, and recommends practical solutions.
Reviews policies and procedures, such as communications, information flow, business processes, organizational change, and cost or revenue analysis to aid in identifying organizational efficiencies that enhance the City's ability to serve its customers.
Compiles and analyzes data in order to prepare various monthly, quarterly and annual correspondence and special reports.
Evaluates recommended changes in organization, policy, and procedures and reports on the merits of the recommendations; Writes operational procedures to improve methods and systems.

Performs other duties as assigned. 


Minimum Qualifications

Master's degree in Public Administration, Finance or Information Systems Management; with three years of experience in government budgetary/management analysis, accounting or quantitative analysis; or any equivalent combination of education, training, and experience. May require the ability to conduct field investigations. A valid driver's license is desired.
