The purpose of this classification is to provide, direct and manage all computer systems activities for the City of Forest Park. Plans and directs the development and administration of the City’s systems to include the management of all hardware, operating systems, systems and applications software, and the personal computer network. Maintains and controls hardware and software functions of all City departments. Performs applications software analysis, design, development and management providing conceptual and/or technical advice.

ESSENTIAL FUNCTIONS

Prioritizes, coordinates, oversees and provides desktop support on various system needs such as Microsoft operating systems, network connectivity, PC hardware, business application software, Microsoft Office Products, and telephony equipment. Oversees work of technicians.

Project leader on complex desktop projects and network projects involving new devices and upgrades. Assists in network administration and trouble-shooting. Installs and upgrades local area network hardware, software telecommunication service.

Provides technical support and problem solving assistance to City employees regarding computer hardware and software problems; resolves problems either over the telephone or onsite; diagnoses problems to determine if they are caused from the software program, the employee’s application, or the hardware.

Coordinates and conducts various projects involving software development, modification, or implementation; reviews work orders and identifies priorities; establishes projected timeframes for completion of projects and conducts projects accordingly; schedules regular maintenance work; assists in planning/ scheduling major projects.

Writes new Computer programs or modifies existing programs. Maintains/enhances existing or completed software applications to meet changing requirements of users.
Communicates with hardware/software service representative and technical support representatives; provides information concerning operational and/or mechanical problems as appropriate.

Configures and maintains the City’s Internet connection and all related components such as the City’s Web page and E-mail; coordinates and updates City of Forest Park internet Web Page; and tracks all business related correspondence delivered to the City via E-mail.

Troubleshoots and diagnoses basic problems with LAN/WAN equipment, and connections including workstations, servers, printers, modems, and peripheral equipment, including: remote access hardware and software error debugging, conducting various test on components, equipment and software to ensure components are working properly, orders parts and supplies as directed and needed.

Installs, upgrades, configures, and repairs printers, external drives, scanners, communication drivers, and packaged software programs on new and existing personal computers, including performing configurations of new desktop images according to City standards.
Performs system backups and restoration. Manages security access issues; Resets user password; Performs server maintenance; resets login issues; repairs and/or replaces hardware; maintains software for daily operations.

MINIMUM QUALIFICATIONS
Bachelor’s degree in Computer Science, Information Systems, Computer Programming, or closely related field; supplemented by five (5) years previous experience and/or training that includes computer programming, software configuration, data analysis, database design/administration, networking systems, computer operations/ maintenance, and project coordination; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Supervisory experience is required. Must possess and maintain a valid driver’s license. EOE
