Notice is hereby given that Catoosa County Board of Commissioners will accept sealed bids for the Construction of an Apparatus Bay and connecting element on the structure located at 178 East Nick-a-Jack Road in Ringgold. Bidders must provide Qualifications as well as bid.  Both should be submitted to the Catoosa County Commissioner’s Office located 800 Lafayette Street Ringgold, Georgia 30736, no later than August 1, 2019 at 2:00 p.m., Eastern Daylight Time. Bids shall be evaluated based on the price, qualifications and the requirements and criteria set forth herein. The contract shall be awarded to the most-qualified and responsive bidder whose qualifications and bid meet the requirements and criteria set forth.
A Pre-bid Meeting shall be conducted at the site on July 23, 2019 at 1:00 p.m.  Attendance is encouraged but not mandatory.  Documents are available for download on the Architect’s FTP site.  Proposers may obtain a Username and password, by sending an inquiry to  Documents will also be posted in the Commission office for review.  No documents will be mailed.  Any questions regarding the bid documents should be emailed to    Addendum may be issued during the bidding period.  All bidders are responsible to check the Architect’s FTP site for addenda.
Both a Performance and a Payment Bond will be required in an amount equal to 100% of the Contract Price in a form to be provided by the County.  Proof of General Liability Insurance and Workman’s Compensation Insurance will be required with the Catoosa County Commission listed as an additional insured.  All bids must be accompanied by a Bid Bond or Certified Funds in the amount of 5% of the Bid Amount. 
All contractors must comply with the provisions of O.C.G.A. Sec. 13-10-91, and must register and participate in the federal work authorization program (also known as E-Verify (  A contractor must submit the required affidavit BEFORE ANY BID IS CONSIDERED.  A form affidavit shall be provided with the bid package.
Catoosa County, in accordance with Title VI of the Civil Rights Act of 1964 and related statutes and regulations, hereby notifies all bidders that it will affirmatively ensure that in regards to any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award.  The General Contractor and all Sub‑contractors shall insure that employees and employment applicants are not discriminated against because of race, color, creed, sex, or national origin. 
Bidders shall submit a price AND shall submit information demonstrating it can meet the following requirements and criteria:
  1. That the proposer has successfully completed a minimum of five or more similar or related projects.
  2. That the proposer has been in business, in the same form, for a minimum of five years.
  3. That the specific project superintendent who works on the job has at least five years’ experience as a project manager or superintendent and has worked on at least three of the projects summited by the bidder as similar projects.
  4. That the bidder is current on all property tax owed to Catoosa County.  No contract will be awarded to a delinquent bidder. 
  5. Project information, including references and contact information, for up to five similar projects.
  6. Bidders shall submit the AIA A305 Bidder’s Qualification Form, contained in this project manual, with the above five items and their bid.
In addition to the above, proposers should submit relative company financial information; project references with contact information; photos and descriptions of related work; and any other information the proposer deems pertinent to the review and selection process.
Each Respondent shall submit with its bid a copy of current Business License &/or Occupational Tax Certificate issued in Georgia. If bidder cannot provide this License, it will be required to obtain one from Catoosa County if it is the Awarded Respondent. 
Bids may not be withdrawn for a period of 60 days after time has been called on the date of bid opening. This project will exceed $100,000 and therefore this project will be subject to the Public Works Construction Law, OCGA Sec. 36-91-1 et seq.
Catoosa County reserves the right to accept or reject any and all bids, to waive formalities, technicalities or irregularities and to re-advertise if necessary.  The contract between Catoosa County and the selected responder shall be subject to the payment agreement drawn up between Catoosa County and the selected responder. 
Note:  No Bidders are to contact anyone with the Catoosa County at any time during the Bidding Process.  All questions are to be directed to the Architect, via email, at the address provided above.  Any breach of this requirement will result in Bidder’s disqualification.
