General Description and Classification Standards 

Performs a variety of managerial, supervisory and administrative duties related to planning, organizing, directing, operation and post-closure maintenance of the City landfill facilities and yard waste transfer station. 

Assures compliance with various federal and state agency regulations related to hazardous waste, environmental impact, land management, and overall landfill operations. 

This is full-time supervisory work with a small, permanently assigned work group. Supervision would typically be over a group of employees in the same vocational or professional discipline. 

Positions at this level are characterized by supervising a small group with the supervisor providing some direct work. 

CLASSIFICATION NOTE: This is not a foreman or lead worker. The position should have full supervisory authority. 

 

Supervision Received 

Normally receives guidance regarding group objectives, scheduling, unusual priorities, etc. but is free to set work methods and individual assignments. 

 

Essential Duties & Responsibilities 

These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned. 

  • Supervises and manages the site operations (landfill and yard waste transfer station) and personnel in accordance with established policies, procedures, and regulatory requirements. 
  • Initiates and maintains communications with upper-level management and personnel as needed. 
  • Coordinates maintenance, repairs and replacement of specialized landfill and station equipment; 
  • Troubleshoot repairs and other technical issues as needed. 
  • Develops and maintains resources for materials and supplies required to maintain all landfill management areas. 
  • Procures and installs parts and equipment as required. 
  • Interacts daily with public and residents at yard waste transfer station, answers questions and complaints from the public concerning the landfill and yard waste transfer station.
  • Develops and implements standard operating policies and procedures and patron rules and regulations; establishes fees and directs fee collection practices; receives and processes public complaints; 
  • Determines effective solutions; enforces policies and procedures as needed; enforces city ordinances, state and federal laws and regulations related to sanitary landfill operations. 
  • Maintains records and logs in accordance with state laws and regulations, relating to landfill operations and equipment maintenance. 
  • Operates heavy equipment such as dozers, graders, water trucks, loaders, backhoes, compactors and excavator.

  • Follows standardized procedures and written instructions to accomplish assigned tasks. 
  • Selects from multiple procedures and methods to accomplish tasks.
  • Has formal supervisory authority over work group (typically at least 4-5 employees) to include discipline, performance management, scheduling, training, etc. 

 

Knowledge, Skills & Abilities 

This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list. 

Knowledge of Surveying; knowledge of greenhouse emissions; Considerable knowledge of engineering specifications and methods of constructing landfill sites and drainage systems; knowledge of principles and techniques of supervision; knowledge of budget development and control programs; knowledge of safety standards related to equipment operation and maintenance; federal and state regulations related to hazardous waste and environmental protection; land resource management. 

Working knowledge of general accounting principles and practices and mathematics. Skilled in operating a basic computer and software; skilled in operating gas instruments; skilled in interpersonal communications, negotiations and conflict resolution, and technical writing. 

Ability to operate heavy equipment such as dozers, graders, water trucks, loaders, backhoes, compactors etc; ability to operate power tools such as various hand and power tools; ability to communicate effectively verbally and in writing; ability to plan, organize, and direct the operations of a landfill; ability to visualize completed projects in planning stages and estimate the end results; ability to estimate quantity of materials accurately; ability to develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, and the public. 

Qualifications for Internal Candidates

Minimum Qualifications Education and Experience 

  • Completion of appropriate technical course or Associate’s degree in landfill management, environmental technologies or related discipline (Equivalent professional experience may be considered for substitution for the required degree on an exception basis) 
  • 5 years' of work experience in landfill operations and/or landfill maintenance with experience as a supervisor, team leader, etc. 

 

Preferred Education & Experience 

  • Bachelor’s degree in landfill management, environmental technologies or related discipline (Equivalent professional experience may be considered for substitution for the required degree on an exception basis) 
  • 5 years' of work experience in landfill operations and/or landfill maintenance with experience as a supervisor, team leader, etc. 

 

Licensures and Certifications 

Valid State Issued Driver’s License required. Environmental Protection Division Landfill Operator Certification, Environmental Protection Agency Greenhouse Gas Emission, Designated Representative desirable.
