JOB SUMMARY

Under General Supervision of the Finance Director, the accountant liaison performs accounting operations such as financial of business occupational taxes, alcohol tax and excise tax, journal entries, reconciliations, permits, licenses & collection within the department. 

ESSENTIAL JOB FUNCTIONS:      

  • Bill and collect business occupation and alcohol taxes, review the calculation of fees and charges for accuracy 
  • Develops and implements programs to identify business and improve compliance with the collection of occupation taxes, alcohol tax, and excise tax
  • Provide information on fees and regulations to applicants; assist applicants in completing forms
  • Create customer application files; enter application data into computer and manual filing systems, compile and maintain accurate records 
  • Evaluate information on applications to verify completeness and accuracy to determine if applicant is qualified to obtain desired license 
  • Process applications, issue licenses, permits, and calculate appropriate fees and charges
  • Perform routine data entry or other office support activities, to include creating, sorting, photocopying, distributing, or filing documents
  • Answer routine questions associated with collection of alcohol and business license applications, occupational taxes, and excise taxes via phone, email, mail and in person 
  • Maintain City's database of businesses in the financial reporting system
  • Prepare Journal entries and reconciliations
  • Provide revenue control information and report to the Finance Director
  • Collect excise taxes from commercial sources and prepare management reports 
  • Reconcile cash receipts daily and prepare daily bank deposits
  • Document all revenue control procedures and processes as well as perform tests and walkthroughs to ensure sound revenue control procedures and processes 
  • Review all related processes, procedures, and policies at least annually for amendments and improvements
  • Assist with open records request and meet deadlines
  • Review accounts and determine tax delinquency and notify business owners via letter, email, or calls
  • Send alcohol and business license renewals notifications and assist business owners with renewal application and processes
  • Follow City's ordinance and be able to interpret and inform public
  • Work with other City departments such as Police, Community Development and Planning and Zoning for Alcohol and Business license compliance
  • Assist business owners with special event permits
  • Prepare revenue analysis reports
  • Post license fees, excise tax and other revenue payments to the general ledger
  • Notarize applicant's documents for processing
  • Prepare reports by collecting, analyzing and summarizing information
  • Follow-up with applicants in a timely manner
  • Understand and follow oral and written instructions
  • Research and recommend improvements to policies and procedures
  • Perform other Related duties as required or assigned

 

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Associate’s degree in Accounting or Business Administraton
  • Three (3) years of government experience working as an accountant of a local municipal government or similar public agency; or comparable private sector employer; and
  • Or equivalent education, and/or experience.

 

 

 

Knowledge, Skills and Abilities:

  • Knowledge of accounting principles.
  • Knowledge of computer filing and record-keeping systems for finance.
  • Skill in the operation of a computer, utilizing database, spreadsheet and word processing software.
  • Ability to compile and prepare narrative and statistical reports.
  • Ability to organize and set priorities.
  • Ability to provide a positive customer interaction experience.
  • Ability to operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
  • Ability to work independently in the absence of supervision.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to analyze and review customer accounts
  • Ability to understand City Ordinances
  • Ability to work well with others
  •  Ability to respond effectively and timely with the public and applicants
  • Excellent communication and public presentation skills
  •  Ability to interpret, apply and explain policies and procedures 
  • Ability to compose correspondence and reports independently
  • Ability to organize own work, set priorities and meet critical deadlines
