SUMMARY: Under the direction and as an extension of the Chief Administrative Officer, this position will develop and implement the organization’s diversity initiatives and strategy to attract, hire, and maintain a diverse workplace. The purpose of this position and the responsibilities thereof is to ensure that applicants and employees are given equal opportunities in employment and contracting activities regardless of race, religion, color, national origin, sex, age, disability, or any other protected characteristic.

ESSENTIAL JOB FUNCTIONS:

· Helps to create, implement, and maintain the Equal Employment Opportunity (EEO) program.

· Gathers, compiles, analyzes, and interprets data necessary for external (government) and internal EEO compliance, reporting, and monitoring. Data may include recruitment, hiring, terminations, promotions, disciplinary actions, salaries, applicant flows, and transfers.

· Plans, completes, and files required EEO and/or affirmative action reports and documentation with government agencies.

· Reports survey results, statistics, and recommendations for corrective action to the Equal Employment Opportunity Manager and other appropriate stakeholders.

· Addresses internal inquiries regarding civil rights and equal opportunity laws and regulations as appropriate based on the specialist’s expertise; refers sensitive issues and concerns to the manager or appropriate legal staff.

· Pursuant to established documentation procedures, records discriminatory factors and corrective actions identified through investigations of employment practices or alleged violations.

· Ensures timely processing and review of complaints by coordinating, monitoring, and streamlining complaint procedures.

· Assist with analyzing data, researching, developing recommendations and action plans in relation to agency’s Disparity Study.

· Reviews current practices and policies, assessing and analyzing the extent to which they support or hinder the company’s diversity goals.

· Coordinates Doing Business with CAT initiatives and events designed to attract target minority and women owned businesses and entrepreneurs.

· Develops and/or acquires training and development to aid diversity and retention initiatives.

· Provides guidance to supervisory and human resources staff in developing objective performance and other employee evaluations and policies.

· Acts as company liaison with government agencies concerning affirmative action and equal employment opportunities.

· Maintains knowledge of diversity-related issues, legislation, and best practices.

· Provides training and policy updates to colleagues, ensuring legal compliance of management and human resources staff.

· Performs other related duties as assigned.

SUPERVISORY & OPERATIONAL AUTHORITY:

· This position will not have direct report(s).

COMPLIANCE:

· Responsible for completing all mandatory training classes.

· Responsible for reviewing and complying with all CAT policies, procedures, and directives.

EDUCATION & EXPERIENCE:

· A Bachelor’s Degree in Human Resources, a related field, or equivalent related work experience required. Master’s degree preferred.

· At least five years of Human Resources or related experience required, with at least three years specializing in equal employment opportunity, diversity programs, preparing, implementing, or administering affirmative action plans.

· SHRM-CP or SHRM-SCP preferred.

KNOWLEDGE, SKILLS & ABILITIES:

· Individual must have a thorough understanding of federal, state, and local equal employment opportunity laws and regulations

· Skilled in written and spoken communication including proven dispute resolution with strong grammar/spelling knowledge

· Ability to communicate effectively, orally and in writing with sensitivity, passion, and a focus on unity and equity

· Excellent organizational skills and attention to detail

· Proficient in Microsoft Office Suite or related software

· Strong analytical and problem-solving skills

· Ability to prepare and facilitate affirmative action plans

· A diligent work ethic to produce a focused, dedicated, high-performance work team among both internal and external stakeholders, with a focus on collaboration, mentoring, nurturing and delivery of exceeded goals

· Excellent interpersonal skills, capable of relating effectively to a diverse range of people

SAFETY REQUIREMENTS & NOTIFICATIONS:

· Chatham Area Transit Authority is a public transit service provider governed by the requirements of the Federal Transit Administration (FTA) and the Department of Transportation (DOT).

· Due to the nature of some work performed at the CAT some jobs are classified as ‘Safety Sensitive’ and are subject to random testing for drug and alcohol use. All offers for employment are required to undergo pre-employment and possible random drug testing. If the test shows a positive result your application for employment will be rejected, or if hired, employment may be terminated.
