Senior Planner/Project Manager

SUMMARY:

The Senior Project Manager/ Senior Planner, under the direction of the Chief of Planning, Infrastructure and Development Officer, will assist with the development and implementation  of short and long range plans, grant applications, service reports, and special studies for the transit authority.  Coordinate with regional partners in the planning process to ensure the inclusion of multi-modal transportation into regional and local plans.  Serve as the Authority’s representative on all committees and panels as assigned.  Assist and make recommendations regarding  transit -stop location and spacing, transit route alignment, and provides project management support for capital project developments.

 

The planning department is responsible for scheduling, capital programs, and intergovernmental coordination.  The planning department prepares short range and long rage plans for the authority, prepares grant applications, and performs other analysis duties as assigned.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Long-Range Planning
  • Assist with the development of the Authority’s 5-year Transit Development Plan (TDP) and Transit Master Plan.
  • Develop feasibility studies for expansion of public transportation in the region.
  • Analyze impacts, project ridership, and forecast costs for new transit service.
  • Prepare case studies and coordinate with regional partners on long-term projects.
  • Collect and analyze relevant service and demographic data for inclusion in the TDP and long-range transit plans.
  • Short-Range Planning
  • Conduct cost-benefit analyses for potential new transit services including but not limited to flex and on-demand service, part and ride commuter service, micro-transit, and Transportation Network Company (TNC) partnerships.
  • Perform service analyses and work with the Planning staff to develop recommendations for service improvements.
  • Attend monthly public hearings and facilitate discussions on proposed service changes and improvements.
  • Transit Program Development
  • Assists the CPDO with the development of local, state, and federal grant applications.
  • Research federal compliance standards and offer basic guidance on program development.
  • Work with contracted service providers to develop routes, stops, and schedules.
  • Assist Planning staff with the development of monthly, quarterly, and annual service reports.
  • Transit Infrastructure Capital Program Project Managemen
  • Assist with the development of plans related to transit infrastructure.
  • Assist with development of Five Year Capital Improvement Plan for agency.
  • Oversee the construction process, manage contractors and consultants, and ensure compliance with design specifications and federal, state, and local regulations.
  • General Function
  • Provides updates on transit planning and related activities to local stakeholder groups and local, state and federal officials.
  • Make presentations regarding transit planning, operations and administration in public meetings and other forums.
  • Maintain effective communication with other CAT departments.
  • Ensures the needs of passengers and employees with disabilities are accommodated and/or addressed (within their area of responsibility) in accordance with the ADA and related regulations/policy so that they can fully benefit from CAT as a service-provider and an employer.
  • Performs other duties as assigned by the CPDO.

 

QUALIFICATIONS:

EDUCATION:

Bachelor’s Degree required, preferably in Planning, Community Development, Public Administration, Engineering, Geography, Political Science, Economics, or a related field of study.  Master’s degree preferred.

EXPERIENCE:

Requires three to five years professional experience in transit planning or community planning, public administration, capital development project management or related duties.  Preferred experience with one or more of the following:  Transit/Transportation industry (agency or consultant), Geographic Information Systems (GIS), AICP, PE, or PMP certification is a plus.

COMMUNICATION SKILLS:

Must possess strong verbal and written communication skills.  Ability to read and write full reports and correspondence both for the public and for a technical audience. English required, bilingual skills (specifically Spanish) a plus.

 

REASONING SKILLS:

Ability to apply common sense understanding to carry out detailed written and oral instructions. Ability to deal with problems involving several variables in wide-ranging situations. Strong analytical skills required.

 

COMPUTER SKILLS:

Advanced computer skills are required. Experience with Microsoft Word, Excel, PowerPoint, and Outlook required.  Experience with ArcGIS, Remix Transit Planning software, or SPSS is a plus.
