JOB ANNOUNCEMENT – Planning & Development Director

Pickens County has an opening for an experienced Planning & Development Director. Pickens County offers a full benefits package including health, dental, vision, and county paid life insurance.

PURPOSE OF CLASSIFICATION

The purpose of this position is to plan, direct and oversee operations and staff involved in: [1] analyzing and making staff recommendations regarding land use, subdivisions and development plans, comprehensive planning for the County, [2] issuing various development permits and [3] issuing various licenses required by the Pickens County Code of Ordinances.

MAJOR DUTIES

  • Directs the operations of the department; organizes and coordinates department goals, objectives, and short- and long-term plans.
  • Manages, directs, and evaluates assigned staff.
  • Leads responses to questions and requests regarding land use, land development and specified licensing standards and regulations.
  • Directs the department's platting functions.
  • Serves as point of contact for regional, local, and state organizations.
  • Oversees comprehensive plan amendments and updates.
  • Prepares or oversees the preparation of required documentation and reports, including administrative and special reports, ordinances and resolutions, technical study reports, maps and charts, agendas, and routine correspondence.
  • Develops, plans, and implements long and short-term strategic plans, goals, and objectives for the department.
  • Prepares and administers the department budgets.
  • Attends meetings, seminars and training sessions as required.
  • Prepares or oversees the preparation of required documentation and reports, including administrative and special reports, ordinances and resolutions, technical study reports, maps and charts, agendas, and routine correspondence.
  • Directs the development and maintenance of existing land use maps.

KNOWLEDGE AND SKILLS REQUIRED

  • Knowledge of land use and land development principles, standards, and practices.
  • Knowledge of relevant ordinances and other relevant county regulations and policies.
  • Knowledge of county and department policies and procedures.
  • Knowledge of budget management principles.
  • Knowledge of personnel management principles.
  • Knowledge of computers and job-related software programs.
  • Skill in management and supervision.
  • Skill in directing planning and zoning operations.
  • Skill in the management of budgets.
  • Skill in oral and written communication.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in planning, land use, land development or a related field is required, or, in the alternative, the knowledge and level of competency commonly associated with the completion of such a baccalaureate degree as is typically evidenced by eight (8) years of progressively responsible experience in relevant local government management.
  • Supervisory experience of a minimum of four (4) years mentoring and managing professional staff is required.
  • Possession of a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated and a satisfactory Motor Vehicle Record.

Pay is commensurate with experience
