Government Research Data Analyst

Within the Department’s Office of Community Planning, Research, and Geoanalytics and under general supervision of the Manager of Research and Geoanalytics, the candidate will work on a flexible, collaborative team to provide complex administrative duties and statistical, financial, or operational data analysis and reporting in support of the research team and to a wide variety of clients. S/he will assist with collecting, measuring, and analyzing data from various surveys to gain insights.  This includes analyzing the data for completeness, discrepancies, and trends.  S/he will assist with the administration of annual reporting requirements for local governments and authorities, including but not limited to the Report of Local Government Finance, Hotel-Motel Excise Tax Reporting, Local Government/Authority Debt Issuance, and Annual Authority Registration and Financial Reporting surveys.  Additionally, s/he should maintain a familiarity with legislative action and changes in statutory requirements for reporting requirements; and the ability to contribute to legislative fiscal notes, researching potential fiscal impact of pending legislation on local governments and local authorities.

 

Knowledge, Skills, & Abilities:

 

  • Advanced knowledge of MS Excel (power query and advanced formulas) and experience using Excel for large scale data analytics
  • Skill at reviewing current and incoming data for accuracy, usefulness, quality, and documentation
  • Knowledge of database management concepts
  • Knowledge of Microsoft’s suite of office software
  • Knowledge of local government budgeting principles and financial policies
  • Working knowledge of Georgia’s local and state governance structure and services as well as familiarity with state agencies
  • Skill in oral and written communication and the ability to present to large groups of people
  • Solid interpersonal skills and ability to positively interact with internal and external partners
  • Attention to detail; excellent time management and organizational skills
  • Ability to take initiative, and be a problem-solver
  • Ability to work well on interdisciplinary project teams requiring flexibility and adaptability
  • Ability to manage multiple tasks, reprioritize as necessary, and meet deadlines

 

AGENCY SPECIFIC MINIMUM QUALIFICATION:

  • Bachelor’s degree in Data Science, Economics, Public Administration, Public Policy, Political Science, Government Finance, Business or related field from an accredited college or university AND One year of experience related to area of assignment. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

 

Preferred Qualifications:

 

Strong preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess at least one of the following:

  • Master’s degree in a directly related field – Master’s degree in Data Science, Analytics, Public Administration, Economics, Public Policy, Political Science, Finance, Business
  • A relevant professional certification; and/or
  • Two or more years of experience working within a government organization, regional commission, or consulting company serving these organizations in implementing the programs over which our office has oversight

 POSITION REQUIREMENTS:

  • Must have outstanding customer service skills including the ability to easily identify and understand business needs and articulate/develop solutions with customers
  • Must have advanced knowledge using Excel for data analytics
  • Working knowledge of local government structure in Georgia
  • Course work in accounting, finance, or budgeting (as it pertains to local governments)

**To be considered for a salary offer above the entry level (if a range is posted), the successful candidate MUST have most of the education and experience qualifications shown as preferred. To receive an offer at the top of the range posted, experience must exceed preferred level. Offers will not exceed the top amount posted.

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

 

This position is currently designated as a hybrid (part in-office and part remote/Telework) position.  This position is full time (40 hours per week) and may require occasional overtime.  Local periodic travel may be required. 

 

PHYSICAL/SENSORY REQUIREMENTS

 

Sedentary Work – Ability to exert 10 - 20 pounds of force occasionally, and/or negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
