Job Summary

This position is responsible for planning and administering the field operations and maintenance functions of the Rockdale Department of Transportation. Work involves administrative and supervisory responsibility for the operations and maintenance activities of the department and personnel following the overall direction provided by the Director. Departmental activities and personnel assignments are established and assigned by the Director and coordinated with the engineering staff as appropriate. Work is performed by state local and federal regulations and directives. These guidelines require sound judgment and interpretation in application. Work requires analysis, management, coordination, and judgment in accomplishing diversified duties. Work requires the exercise of independent thinking within the limits of guidelines, policies, standards, and precedents. The Director of Transportation assigns work in terms of general goals and policies. Work Is reviewed for accuracy, critical decision-making, and the nature and propriety of the final results.

Essential Functions

Develops, Implements, and manages programs, operational policies, and procedures together with planning and exercising supervision over operating divisions for transportation field activities and personnel.

Prepares annual operating budget for the Division in conjunction with the Director.

Serves in the absence of the Director as the acting Director for Field Operations as authorized or required.

Assists the Director in developing long and short-range plans for the division.

Provides contract management oversight for divisions that include the duties of operation and capital budget development, employee task performance, and regulatory permit compliance.

Corresponds with State officials on transportation issues and ensures State requirements are met for compliance, determining and implementing changes for improved performance of the system.

Investigates complaints received from the general public against the assigned divisions or employees of the division and ensure that corrective action is taken.

Attends Commission and Committee meetings, and other meetings as required by the Director. Evaluate the effectiveness and efficiency of work being done in the assigned divisions and make recommendations to the Director.

Oversees and guides the department's field operations with the express purpose of coordination with the engineering programs to ensure contracted work is not impeded by in-house required maintenance

Evaluate, measure, report, maintain, and improve the department's operating efficiency and effectiveness.

Provides project management for the implementation of transportation projects and represents the department on local, state, and regional planning committees as assigned by the Director.

Makes presentations as required to public or governmental officials.

 Additional duties: Employees in this classification may be expected to perform any related duties as required by proper authority.

Knowledge, Skills, and Abilities

Knowledge of civil engineering, design, and construction applicable to transportation infrastructure. Knowledge of state and federal laws and regulations related to public agency construction and maintenance regulations.

Knowledge of safety requirements of traffic laws and regulations and legal statutes. Knowledge of the Manual of Uniform Traffic Control Devices.

Knowledge of administration, budgeting, and program management.

Knowledge of management, planning, fiscal, and organizational performance concepts, principles, and techniques.

Knowledge In the planning, development, and implementation of effective public services, construction, and transportation Improvement programs based on community needs, available resources, and county priorities and policies.

Knowledge of the development of a master plan for a variety of transportation projects.

Knowledge of the inter-relationships between the planning and the construction of a variety of transportation projects.

Knowledge of principles and practice of effective supervision. Knowledge of principles and practices of financial oversight. Knowledge of quality improvement processes.

Knowledge of project management practices.

Skill in using independent judgment and discretion. Skill in developing organizational goals and objectives.

Skill in prioritizing and scheduling assignments.

Skill in operating modern office equipment.

Skill in analyzing, interpreting, and preparing reports and data.

Working Conditions

Work is performed in an office and the field, and may require field visits during inclement weather and may involve rough terrain.

Minimum Qualifications

1) Bachelor's degree in civil engineering, civil engineering technology, construction management, or a closely related field.

2) Eight (8) years of experience in the civil engineering and/or public works administration field(s) with at least three (3) years of experience involving management of a variety of programs and supervision of a sizable administrative and maintenance staff

Preferences

1) Engineer in Training Certificate.

2) State of Georgia Professional Engineer (PE) license.

3) Soil Erosion level II Designer certification.
