The City of Newnan is seeking a Finance Manager to serve as the leader of a skilled finance team, that together keeps the City compliant, transparent and financially strong. This position is required to perform and supervise complex professional administrative programs and services, financial activities and financial reporting for the City. The Finance Director must act within ethical and professional rules of their profession (GAAP) and in accordance with the City's Personnel Policy.

Key Responsibilities

  • Responsible for the core financial functions of the City of Newnan including overall financial management, accounting, reporting, payroll, internal auditing and financial record keeping.
  • Establish and maintain internal procedures to assure State and National standard accounting procedures are maintained.
  • Prepare and report monthly, quarterly and annual balance sheets, schedule of revenues and expenditures.
  • Direct and participate in independent audit of City financial transactions.
  • Administer implementation, maintenance and training of financial reporting systems.

 

Qualifications

  • Bachelor's degree in Accounting, Finance, Public Administration or related field with extensive experience in finance administration.
  • Minimum of five (5) years of progressively responsible professional experience.
  • Proficient in (GAAP) Generally Accepted Account Principals
  • Knowledge of (GASB) Governmental Account Standard Board.
  • Certified Public Accountant is preferred, not required.
  • Advanced Municipal knowledge and supervisory experience in Accounting, Investment Management, Asset Management, Treasury Management, Budgeting, Financial Planning, General Ledger, Grant Management, Annual Audits, Occupational Taxes, Property Taxes, Purchasing, Receivables and Payables.
  • Proficient with Microsoft Office Tools for spreadsheets, graphing, tables, calculations and automation of large quantities of data.
  • Team oriented leader with ability to recruit, select, train and maintain excellence in all professional, para-professional and clerical Finance staff.

Licenses and Certifications

  • Possession of, or ability to obtain membership in (GGFOA) Georgia Government Finance Officers Association within six (6) months of employment.
  • Possession of, or ability to obtain Certified Local Government Finance Officer Program, Level 1, within two (2) years of employment

Salary based on experience and qualifications.

Relocation assistance may be available for the successful out-of-state candidate.
