JOB SUMMARY

The person in this position will collect and process geospatial data and will provide basic to intermediate level geographic information system (GIS) support to various City departments, employees, and the public.  

ESSENTIAL DUTIES AND RESPONSIBILITIES

•    Develops and edits GIS datasets.
•    Processes aerial photographs and imports GIS data from a variety of sources.
•    Troubleshoots data errors.
•    Completes field verification and data collection.
•    Codes, edits and joins attributes to geographic features and manipulates GIS datasets.
•    Prepares cartographically correct maps through the use of GIS software to ensure user information and design needs are met.
•    Works with other government entities to accomplish specific project goals.
•    Solves technical problems related to GIS and/or GPS tools.
•    Performs digital computer-assisted mapping and assists in database management.
•    Maintains GIS/GPS data.
•    Converts information from maps and photographs into a computer-compatible GIS format.
•    Maintains spatial and relational databases.
•    Builds and maintains spatial data layers.
•    Designs and produces thematic maps.
•    Interprets results of analysis using statistical techniques.
•    Maintains GPS survey monumentation grid for real-world mapping of utilities and any other features deemed pertinent.
•    Operates and maintains GIS and GPS hardware/equipment both in the office and in the field.
•    Operates listed office machines as required.
•    Operates GIS-related computer software and performs data conversions to create GIS spatial data layers.

MINIMUM QUALIFICATIONS

Education and Experience:

(A)    Bachelor’s degree required with a major in Geography, GIS, or closely related field. 
(B)    Preferred experience in operating ESRI software (including ArcMap, ArcGIS Pro, ArcGIS Online, etc.), GPS equipment, AutoCAD, Microsoft Access and Excel; or
(C)    An equivalent combination of education and experience.

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

•    Basic knowledge and understanding of GIS, GPS, and cartography.
•    Learn and use Windows, GIS software, AutoCAD, and GPS equipment for various tasks including data management and surveying.
•    Knowledge of principles and practices of computer-aided mapping and general graphic design, including applicable hardware and software. 
•    Knowledge of principles and practices of spatial mapping, coordinate systems, projections and scale.
•    Assist with providing hardware, software, and general technical support in troubleshooting situations, as well as maintain knowledge of GIS hardware/software installations.
•    Knowledge of principles and practices of database design and management. 
•    Experience with geographic systems hardware, software and applications as utilized by the city.
•    Learn and maintain a basic understanding of applicable laws, codes and regulations.
•    Basic knowledge of principles and practices of surveying, record-keeping, engineering, and environmental science.
•    Instruct non-technical users in various work procedures. 
•    Prepare clear and concise program documentation and user procedures, as well as present any findings or needed information to others. 
•    Work without close supervision in standard work situations. 
•    Establish and maintain effective working relationships with those contacted in the course of the work.
•    Organize own work, setting priorities and meeting critical deadlines as assigned. 
•    Demonstrate initiative and independent judgment within established procedural guidelines. 
•    Contribute effectively to the accomplishment of team or work unit goals, objectives and activities. 

TOOLS AND EQUIPMENT USED

Motor vehicle; personal computer including Microsoft tools and GIS-related software; computer-aided systems; telephone; printer/copy machine; scanner; cutter; and plotter.

SPECIAL REQUIREMENTS

Valid State Driver’s License Class C.  Good driving record for the last 3 years.
