Assistant City Engineer - Transportation

JOB SUMMARY 

This position is responsible for assisting in planning, organizing, and directing the city's traffic engineering operations.

MAJOR DUTIES 

  1. Responds to questions and concerns from the community related to transportation, traffic signals, and other related issues.
  2. Troubleshoots and resolves traffic signal issues.
  3. Reviews plans for new developments to ensure compliance with city ordinances and city standards regarding traffic and transportation related scope of work.
  4. Reviews traffic volume and speed data collected from speed radar signs to determine the need for traffic calming measures.
  5. Updates and maintains school flashers.
  6. Coordinates with the Traffic Signal Technician concerning the placement of stop signs and other regulatory signage.
  7. Reviews traffic studies and signal warrant studies for new developments.
  8. Coordinates with the City Engineer for revisions to city ordinances as required by state and federal environmental regulations.
  9. Performs other assigned duties.

 KNOWLEDGE REQUIRED BY THE POSITION 

  • Knowledge of civil engineering principles and practices.
  • Knowledge of federal, state, and local laws relevant to department operations.
  • Knowledge of city policies and procedures.
  • Knowledge of computers and job-related software programs.
  • Knowledge of state and federal regulations pertaining to traffic control devices.
  • Knowledge of job-related state and federal environmental regulations.
  • Knowledge of traffic signal timing principles.
  • Skill in the enforcement of city development regulations.
  • Skill in interpreting design plans.
  • Skill in the completion of required regulatory reporting.
  • Skill in interpersonal relations.
  • Skills in oral and written communication. 

SUPERVISORY CONTROLS 

The City Engineer assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

GUIDELINES 

Guidelines include the city code of ordinances, the Manual of Uniform Traffic Control Devices, AASHTO, plan review checklists, NPDES requirements, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK 

  • The work consists of varied engineering and management duties. The variety of work to be performed contributes to the complexity of the position.
  • The purpose of this position is to assist with the city's engineering operations. Success in this position results in well-designed and well-maintained infrastructure.

  • Contacts are typically with co-workers, other city employees, property owners, contractors, engineers, vendors, representatives of state agencies, and members of the general public.
  • Contacts are typically to provide services; to give or exchange information; to resolve problems; to motivate or influence people; or to justify, defend or negotiate matters.

PHYSICAL DEMANDS/ WORK ENVIRONMENT 

  • The work is typically performed while standing, walking, bending, crouching, or stooping. The employee occasionally lifts light objects, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.
  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather and in heavy traffic. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY 

None.

MINIMUM QUALIFICATIONS 

  • Baccalaureate degree in a course of study related to the occupational field required.
  • More than four years of related experience required.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
  • Certification as an Engineer in Training.
  • Ability to pass a criminal background and credit check.
  • Ability to pass a post-offer drug screen.

 PEFERRED QUALIFICATIONS 

  • Certification as a Professional Engineer.   
  • IMSA Traffic Signal Field Technician Level II
