CLASSIFICATION TITLE:              PARK MANAGER

PURPOSE OF CLASSIFICATION

The purpose of this classification is to manage and oversee daily operations of assigned parks, projects, personnel, facilities, rentals, and maintenance and operations for an assigned Recreation and Parks Division.

ESSENTIAL FUNCTIONS

The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; conducts interviews and makes hiring recommendations.
  • Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.
  • Ensures departmental compliance with all applicable laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
  • Consults with department director and other officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; communicates discussions/concerns from department management meetings to staff members.
  • Develops and implements maintenance and operations plans for the division; evaluates community interest, customer satisfaction, revenues/expenditures, and overall effectiveness of operations; conducts cost analyses of operations and projects as needed; recommends addition, deletion, or modification of operations and services as appropriate; recruits and secures qualified volunteer workers for programs.
  • Assists in developing and implementing long and short term plans, goals, and objectives for the division and the department; evaluates efficiency and effectiveness of division operations, methods, procedures, and use of resources; implements operational changes and improvements as needed; develops staffing assignments and work schedules to ensure adequate coverage; adjusts staff schedules to accommodate operational changes.

MINIMUM QUALIFICATIONS

Bachelor’s degree in Recreation Administration, Landscape/Turf Management, Horticulture, Public Administration, Business Administration or closely related field; supplemented by three (3) years previous experience and/or training that includes recreation and parks administration, program/project development/coordination, budget administration, grounds/facility maintenance and operations/management, athletic facility maintenance and operations management, campground operations and management, natural resource operations and management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job; or two (2) years of college coursework in the field of Grounds/Facilities/Landscape Maintenance, Parks and Recreation Management, Horticulture, or General Business supplemented by five (5) years previous experience and/or training that includes supervision, equipment operation, and specialized work in area of assignment.

 

Must possess and maintain a valid driver’s license. May require possession and maintenance of valid Pesticide Applicator’s License.  Depending on assigned division, may require possession and maintenance of Certified Pool Operator certification, Georgia Certified Landscape Professional, and American Red Cross CPR/AED/First Aid certification (within 6 months of employment).
