JOB SUMMARY

 

This is high-level administrative and supervisory work responsible for directing the Departments Uniform Patrol/CID/Special Operations Divisions. Work is performed under the general supervision of the Chief of Police.

 

ESSENTIAL JOB FUNCTIONS:

 

  • Plans, coordinates, and supervises the work of assigned department personnel; plans organize and assigns work; establishes priorities; ensures the scheduling of duty assignments to ensure minimum staffing and appropriate coverage.
  • Assist Chief of Police in developing division goals, policies, and procedures, and budgets.
  • Assist Chief with fulfilling and maintaining State Certification.
  • Assist in reviewing and updating the City Continuity of Operations Plan (COOP) as needed.
  • Monitors officers at work to ensure operations are conducted in accordance with departmental policies; ensures officers are properly trained; reviews and evaluates the performance of officers.
  • Ensures the proper maintenance of vehicles, weapons, facilities, and/or other property. 
  • Participates in hiring, promotion, discipline functions; reviews personnel-related issues, including leave request, secondary employment request, work-related injuries, Use of Force reports, etc.
  • Reviews division paperwork such as police incident, accident, and criminal investigation reports; reviews and approves time sheets.
  • Attends community-related events and meetings; attends meetings with other law enforcement agency representees.
  • Performs general police officer duties during heavy call volume and when staffing requires additional officers or as directed by Chief of Police.
  • Perform related work as required.

 

 

 

 

MINIMUM REQUIREMENTS:

 

High school diploma or GED; Associates or Bachelor’s degree in a Criminal Justice, Psychology, or related field preferred; minimum five years of experience in a Police Department with at least three (3) years of supervisory experience; Georgia POST certified and the completion of various yearly service trainings. Equivalent combination of education and experience may be considered. 

 

Knowledge, Skills and Abilities:

 

  • Knowledge of Federal, State, and local laws and legal procedures.
  • Knowledge of law enforcement management principals, including organizational structure, chain of command, and administrative procedures.
  • Knowledge of supervisory practices including personnel management principals and budget management principals.
  • Knowledge of Emergency Management including basic incident management, unified command, weapons of mass destruction/terrorism, disaster planning.
  • Knowledge of emerging trends in Police actions and tactics.
  • Knowledge of the geography of the city and the location of important buildings and areas.
  • Knowledge of search and seizure and evidence preservation and presentation principals.
  • Knowledge of Diversity, Equity, and Inclusion principles.
  • Skill in public speaking and giving presentations.
  • Skill in planning, organizing, analyzing, decision making and problem solving.
  • Ability to deal courteously and fairly with the public.
  • Ability to analyze situations and to take quick, effective, and reasonable courses of action giving due regard to the surrounding hazards and circumstances of each situation.
  • Ability to communicate clearly and effectively, orally and in writing.

  • Ability to establish and maintain effective working relationships with City Manager, Executive Directors, City employees, City officials, and the general public.

Guidelines: 

 

Guidelines include federal and state laws and regulations, departmental policies and operating procedures, and city codes, policies, and procedures.  These guidelines require judgment, selection, and interpretation in application.  The employee develops and interprets guidelines.

 

Complexity: 

 

The work consists of various administrative, technical, and supervisory duties.

 

Scope and Effect

 

The purpose of this position is to assist with managing, directing, and training police officers to ensure the maintenance of good order and protection of life and property in the community.

 

Personal Contacts

 

Contacts are typically with co-workers, vendors, local, state, and federal law enforcement agencies, patrol officers, trainers, firefighters, EMS, EMA, attorneys, news media, and the general public.

 

Purpose of Contacts

 

Contacts are typically to give or exchange information, train officers, or resolve problems.

 

 

PHYSICAL DEMANDS:

 

The work is sedentary work. The employee is occasionally required to exert up to 20 pounds of force and/or light physical effort that includes some lifting, carrying, pushing and/or pulling of objects and materials of light weight. Work is typically performed at a desk with intermittent periods of standing or walking. This position occasionally requires the ability to perceive and discriminate sounds and visual cues or signals.

 

WORK ENVIRONMENT:     

 

Most of the administrative tasks are performed in the office. The employee may also be required to work in outside weather conditions, in wet and/or humid conditions, near moving mechanical parts, near fumes, airborne particles, and/or toxic or caustic chemicals, near risk of electrical shock and or vibration. 

 

Supervisory and Management Responsibility

 

Responsible for supervising assigned personnel.
