The City of Commerce is recruiting for a Natural Gas Utility Superintendent.

Position Description:

Pay Grade:       115

FLSA Status:   Exempt

JOB SUMMARY

This position oversees the operation of the Natural Gas Department to ensure the department works safely, effectively, efficiently and in compliance with state, federal and environmental regulations.

 

ESSENTIAL JOB FUNCTIONS

 

  • Ensures department activities comply with the regulations of the Office of Pipeline Safety, Environmental Protection Division, and other regulatory agencies.    
  • Ensures city operated natural gas function is in compliance with state and federal environmental regulations and safety guidelines.
  • Develops and updates required operation practices, policies and procedures; places changes and updates in operating manual
  • Corresponds, informs and coordinates the work of the department with engineers, consultants, contractors and other utilities
  • Trains department personnel; coordinates personnel requirements during emergency situations: ensures required work order records and reports and are completed and filed correctly.
  • Directs and assists in the work of personnel involved in the operation, construction, repair and maintenance of the city’s natural gas distribution system.
  • Inspects the work of assigned personnel to ensure that work meets specifications and acceptable standards
  • Gathers statistical information and generates various routine and required reports pertaining to services and department operations; files reports with the appropriate local, state or federal agency; ensures all appropriate forms and records are completed accurately and in a timely manner; maintains same for the prescribed periods of time.

 

  • Determines goals, objectives and budgetary requirements. Oversees the department’s budget and monitors expenditures under the current budget: oversees spending and purchasing to ensure financial prudence and budget targets.
  • Plans, organizes and assists the operation of the city’s natural gas distribution system.
  • Maintains maps and records of the locations of underground utilities.
  • Performs flow and pressure calculations to size and determine the most appropriate size and type of gas main, service, meter, regulator and relief valve.
  • Prioritizes equipment needs and department goals and objectives.
  • Ensures appropriate equipment, supplies, and materials are ordered and are accessible for each project.
  • Recommends purchase of equipment and supplies needed for the work of the department, including assisting with the preparation of bid specifications and issuing purchase orders.
  • Performs other related duties as assigned.

 

QUALIFICATIONS

 

Minimum Education and Experience:

Bachelor’s degree and five (5) years of related experience, or equivalent combination of education and experience.

  • Competent Person (Blue) Card
  • Certified Flagger’s Card
  • Drug & Alcohol Awareness Certificate

 

Knowledge, Skills and Abilities:   

 

  • Knowledge of Georgia’s One Call System
  • Knowledge of City policies and State/Federal codes pertaining to the repair and
  • Knowledge and/or skills in welding procedures and inspections
  • Skilled in and knowledgeable in the installation, construction, repair and maintenance of the City’s gas system
  • Proficient in all documentation of operations maintenance of entire gas system
  • Ability to lead and direct staff

 

 

 

 

 

 

PHYSICAL DEMANDS

Must typically perform work while sitting, standing, bending crouching or stooping.  The employee occasionally lifts light and heavy objects.

WORK ENVIRONMENT

Work is typically performed in an office or outdoors where the employee will be exposed to occasional cold or inclement weather.
