Job Title:        Senior Planner            FLSA:              Exempt  

Reports to:     Community Development Director                                

Job Summary: This professional planning position under the administrative direction of the Community Development Director is responsible for managing the activities of the Planning and Zoning Division of the Community Development Department.  This position primarily responds to complex zoning inquiries: researches and prepares drafts of interpretations of the Zoning Ordinance and reports.  In addition, the position is responsible for performing complex professional level work in the field of short-range and long-range planning and provides information and assistance to departments; the Mayor and City Council, City of McDonough Advisory Boards; developers; the business community, neighborhood representatives and the general public on land use issues, and other development related matters.

 

Work involves the utilization of planning and zoning principals and methodology in the formulation and implementation of various zoning studies, reports, projects, and recommendations.  In addition, work may include practical code or plan analysis and recommendations for various public and private entities.  Supervision is received from the Community Development Director.

 

Major Duties:

  • Performs the overall work activities relating to long range planning;
  • Supervises and evaluates personnel when assigned;
  • Interprets and implements the Joint Comprehensive Plans, zoning codes, and other codes related to the maintenance of community standards;
  • Represents the City at various meetings regarding land use coordination;
  • Works with Henry County, City departments and other governmental jurisdictions in coordinating the Department’s programs and projects;
  • Assists in the review and analysis of development proposals or planning studies;
  • Possesses the ability to act in an independent and conscientious manner, using sound judgment, with the ability to respond quickly and accurately and to keep information confidential;
  • Develop and manage project budgets, ensuring that resources are allocated efficiently and cost-effective solutions are implemented.
  • Primarily responds to complex zoning inquires; researches and prepares drafts of interpretations of the Zoning Ordinance and reports;
  • Operates City vehicle in performance of duties as necessary; and
  • Performs related work as required.

 

Knowledge, Skills and Abilities:

  • Knowledge of the principles, methods, and practices of urban planning;
  • Knowledge of the Georgia Planning Act and Department of Community Affairs requirements;
  • Knowledge of research techniques and statistical methods;
  • Ability to obtain, organize, and analyze information and to formulate substantive recommendations.

  • Effectively organize and manage difficult projects;
  • Handle multiple projects concurrently;
  • Work both independently and in a team environment;
  • Establish and maintain an effective working relationship with peers, officials and the public;
  • Ability to work independently with minimum supervision and direction;
  • Ability to prepare written reports and make public presentations;
  • Ability to use personal computers;
  • Skill in reviewing development and building plans;
  • Knowledge of zoning and subdivision requirements;
  • Ability and skill in operating City vehicle in a safe manner.

 

Supervisory Controls:  This Community Development Director assigns work in terms of general instructions.  Work is spot-checked and reviewed for accuracy and the nature and propriety of results.

                       

Guidelines:  City codes and ordinances, Henry County Land Use Plan and Joint Comprehensive Plan, Georgia State law, Federal laws, and general planning practices. 

 

Complexity:  Most of the work performed in this position requires interpretation. 

 

Scope and Effect: Providing Staff supervision and customer service is an integral part of the daily function of this position.

 

Physical Demands: Work requires some exertion such as climbing, walking over rough surfaces; crouching, bending, stooping and reaching; and lifting of light to moderately heavy items. Work requires average physical agility and dexterity.

 

Work Environment:  The work is typically performed in an office.  However, a moderate amount of local traveling to construction site visits and facility tours is involved.

 

Supervisory Responsibility:  None

Minimum Qualifications:  Graduation from an accredited college or university with a bachelor’s degree in urban planning or a related field and five (5) years of relevant experience, or a related field preferred; valid State of Georgia Driver’s License; satisfactory motor vehicle record; acceptable criminal history; or an equivalent combination of training and experience.
